It is required to:\n<ol class=\"c\">\n \t<li>Deposit forthwith upon receipt all instalments of purchase money (including the booking fee) payable by a purchaser towards the purchase of a unit in a building project prior to the grant of the temporary occupation permit by the competent authority for the unit, including any instalment of purchase money payable by the purchaser towards the purchase of the unit upon the grant of the temporary occupation permit, into the Project Account of the building project.<\/li>\n \t<li>Deposit any loan for the construction of a building project into the Project Account of the building project.<\/li>\n<\/ol>\n<\/li>\n \t<li>A Licensed Housing Developer can withdraw monies from the Project Account related to the building project only.<\/li>\n \t<li>Buyers can move to their new homes after Temporary Occupation Permit (TOP) is obtained by Commissioner of Building Control. There is a defect liability period of 12-month warranty period from the date of notice is served for you to take possession of the property.<\/li>\n<\/ol>\t<\/div>\n<\/div>\n<h4 class=\"qodef-accordion-title\">\n\t<span class=\"qodef-tab-title\">Procedure to purchase a property<\/span>\n\t<span class=\"qodef-accordion-mark\">\n\t\t<span class=\"qodef-icon--plus qodef-icon-elegant-icons icon_plus\"><\/span>\n\t\t<span class=\"qodef-icon--minus qodef-icon-elegant-icons icon_minus-06\"><\/span>\n\t<\/span>\n<\/h4>\n<div class=\"qodef-accordion-content\">\n\t<div class=\"qodef-accordion-content-inner\">\n\t\t<p>Purchase under the Housing Developers\u2019 Rules for uncompleted condo projects:<\/p><ol><li>You will first need to pay a booking fee which is 5% of the purchase price for the exchange of the Option to Purchase.<\/li><li>Within 14 days after the buyer has paid the booking fee, Developer will deliver the Sale and Purchase Agreement and title deeds of the Property to the buyer or the buyer lawyer.<\/li><li>Buyers have to sign all the execution copies of the Sale and Purchase Agreement and return to developer within 3 weeks from the date of the delivery to the buyers.<\/li><li>Buyers who exercises this Option shall pay the developer being 20% of the Purchase Price less the Booking Fee, within 8 weeks after the date of this Option.<\/li><li>The buyer has to pay all applicable buyer stamp duties to the Inland Revenue of Singapore within 14 days of signing the Sale &amp; Purchase Agreement.<\/li><li>If the buyer does not exercise this Option before it expires, Developer will forfeit 25% of the Booking Fee and refund the balance 75% of the Booking Fee.<\/li><li>The buyer is required to pay the remaining 80% of the total purchase price of the property periodically. This will be based on the completion status of the project.<\/li><\/ol>\t<\/div>\n<\/div>\n<h4 class=\"qodef-accordion-title\">\n\t<span class=\"qodef-tab-title\">Stamp Duty<\/span>\n\t<span class=\"qodef-accordion-mark\">\n\t\t<span class=\"qodef-icon--plus qodef-icon-elegant-icons icon_plus\"><\/span>\n\t\t<span class=\"qodef-icon--minus qodef-icon-elegant-icons icon_minus-06\"><\/span>\n\t<\/span>\n<\/h4>\n<div class=\"qodef-accordion-content\">\n\t<div class=\"qodef-accordion-content-inner\">\n\t\t<h4>Buyer Stamp Duty<\/h4>\nBuyer Stamp Duty (BSD) is a tax on documents relating to the purchase of property. It has to be paid within 14 days of signing the Sale &amp; Purchase Agreement. Prior to <span class=\"notranslate\">20 Feb 2018<\/span>, the top marginal\u00a0BSD rate for both residential and non-residential properties was 3%. With effect from <span class=\"notranslate\">20 Feb 2018<\/span>, there are differentiated BSD rates between residential and non-residential properties. The\u00a0top marginal\u00a0BSD rate for acquisition of residential properties on or after <span class=\"notranslate\">20 Feb 2018<\/span> is 4<span class=\"notranslate\">%<\/span>.\n<h4>Additional Buyer Stamp Duty<\/h4>\nIf you buy or acquire residential properties on or after <span class=\"notranslate\">8 Dec 2011<\/span>, ABSD\u00a0may also be applicable. Buyer has to pay the ABSD in addition to the BSD.\u00a0The ABSD rates have been most recently adjusted on <span class=\"notranslate\">6 Jul 2018<\/span>\n<div style=\"padding: 20px 0 0 40px;\">\n\n<strong>Singapore Citizens<\/strong>:\n<ul>\n \t<li class=\"notranslate\">Rate on 1st purchase: N.A<\/li>\n \t<li class=\"notranslate\">Rate on 2nd purchase: 12%<sup>#<\/sup><\/li>\n \t<li class=\"notranslate\">Rate on 3rd purchase: 15%<\/li>\n<\/ul>\n<strong>Singapore Permanent Residents (SPR)<\/strong>:\n<ul>\n \t<li class=\"notranslate\">Rate on 1st purchase: 5%<\/li>\n \t<li class=\"notranslate\">Rate on 2nd purchase: 15%<sup>#<\/sup><\/li>\n \t<li class=\"notranslate\">Rate on 3rd purchase: 15%<sup>#<\/sup><\/li>\n<\/ul>\n<strong>Foreigners (FR) and non-individuals (Corporate Entities*)<\/strong>:\n<ul>\n \t<li class=\"notranslate\">Rate on 1st purchase: 20% (non-entities) \/ 25% (entities)<\/li>\n \t<li class=\"notranslate\">Rate on 2nd purchase: 20% (non-entities) \/ 25% (entities)<\/li>\n \t<li class=\"notranslate\">Rate on 3rd purchase: 20% (non-entities) \/ 25% (entities)<\/li>\n<\/ul>\n<\/div>\n<div class=\"wpb_text_column wpb_content_element \">\n<div class=\"wpb_wrapper\">\n<p>\n<em>#Whether owned wholly, partially or jointly with others.<\/em>\n<\/p>\n<p>\n<em>*Entity means a person who is not an individual, and includes an unincorporated association, a trustee for a collective investment scheme when acting in that capacity, a trustee-manager for a business trust when acting in that capacity and, in a case where the property conveyed, transferred or assigned is to be held as partnership property, the partners of the partnership whether or not any of them is an individual.<\/em>\n<\/p>\n<\/div>\n<\/div>\n<div class=\"wpb_text_column wpb_content_element \">\n<div class=\"wpb_wrapper\">\n<h4>Seller Stamp Duty<\/h4>\n<div style=\"padding-left: 5px;\">If a residential property is purchased on or after <span class=\"notranslate\">20 Feb 2010<\/span>, SSD is payable if the residential property is sold within the holding period. The below SSD rates will be imposed on residential properties which are acquired (or purchased) between <span class=\"notranslate\">14 Jan 2011<\/span> and <span class=\"notranslate\">10 Mar <\/span>2017:&nbsp;\n<div style=\"padding-left: 40px;\">\n<ul>\n \t<li>Holding period of <span class=\"notranslate\">1<\/span> year : <span class=\"notranslate\">16%<\/span> of price or market value, whichever is higher<\/li>\n \t<li>Holding period of <span class=\"notranslate\">2<\/span> years : <span class=\"notranslate\">12%<\/span> of price or market value, whichever is higher<\/li>\n \t<li>Holding period of <span class=\"notranslate\">3<\/span> years : <span class=\"notranslate\">8%<\/span> of price or market value, whichever is higher<\/li>\n \t<li>Holding period of <span class=\"notranslate\">4<\/span> years : <span class=\"notranslate\">4%<\/span> of price or market value, whichever is higher<\/li>\n<\/ul>\n<\/div>\nFor residential properties which are acquired (or purchased) on or after <span class=\"notranslate\">11 Mar 2017<\/span> and disposed of (or sold) within 3 years of acquisition, applicable SSD rates are as follows:\n<div style=\"padding-left: 40px;\">\n<ul>\n \t<li>Holding period of <span class=\"notranslate\">1<\/span> year : <span class=\"notranslate\">12%<\/span> of price or market value, whichever is higher<\/li>\n \t<li>Holding period of <span class=\"notranslate\">2<\/span> years : <span class=\"notranslate\">8%<\/span> of price or market value, whichever is higher<\/li>\n \t<li>Holding period of <span class=\"notranslate\">3<\/span> years : <span class=\"notranslate\">4%<\/span> of price or market value, whichever is higher<\/li>\n<\/ul>\n<\/div>\n<\/div>\nProperties acquired\u00a0<u><strong>before<\/strong><\/u>\u00a0<span class=\"notranslate\">20 Feb 2010<\/span> will not be subject to SSD.\n<p>\nFor information about stamp duties, click\u00a0<a href=\"https:\/\/www.iras.gov.sg\/irashome\/Other-Taxes\/Stamp-Duty-for-Property\/\" target=\"_blank\" rel=\"noopener\">here.<\/a>\n<\/p>\n<\/div>\n<\/div>\n<h4>Additional Buyer Stamp Duty<\/h4>\nIf you buy or acquire residential properties on or after <span class=\"notranslate\">8 Dec 2011<\/span>, ABSD\u00a0may also be applicable. Hence, owners who live in their HDB or private homes (known as owner-occupiers) also pay property tax.\n<\/p><p>\nAs Singapore has a high proportion of home ownership, many individuals who pay property tax are owner-occupiers. Owner-occupiers pay much lower property tax in contrast to non-owner-occupiers, who are usually owners who rent out their properties or are occupying another property. This is because of the different progressive property tax rates applied on owner-occupied homes and non-owner-occupied homes from <span class=\"notranslate\">1 Jan<\/span> 2014.\n<\/p><p>\nFor more information on property tax, please <a href=\"https:\/\/www.iras.gov.sg\/irashome\/Property-Tax-At-A-Glance\/Property-Tax-At-A-Glance\/\" target=\"_blank\" rel=\"noopener\">click here.<\/a><\/p>\t<\/div>\n<\/div>\n<h4 class=\"qodef-accordion-title\">\n\t<span class=\"qodef-tab-title\">Mortgage Loan Information<\/span>\n\t<span class=\"qodef-accordion-mark\">\n\t\t<span class=\"qodef-icon--plus qodef-icon-elegant-icons icon_plus\"><\/span>\n\t\t<span class=\"qodef-icon--minus qodef-icon-elegant-icons icon_minus-06\"><\/span>\n\t<\/span>\n<\/h4>\n<div class=\"qodef-accordion-content\">\n\t<div class=\"qodef-accordion-content-inner\">\n\t\t<div style=\"padding: 20px 0 0 30px;\">\n\n<span class=\"notranslate\"><strong>LTV Limit<\/strong><\/span>\n<ul>\n \t<li class=\"notranslate\">1st Housing Loan: 75%; or 55% if the loan tenure is more than 30 years* or extends past age 65<\/li>\n \t<li class=\"notranslate\">2nd Housing Loan: 45%; or 25% if the loan tenure is more than 30 years* or extends past age 65<\/li>\n \t<li class=\"notranslate\">From 3rd Housing Loan: 35%; or 15% if the loan tenure is more than 30 years* or extends past age 65<\/li>\n<\/ul>\n<span class=\"notranslate\"><strong>Minimum Cash Down Payment<\/strong><\/span>\n<ul>\n \t<li class=\"notranslate\">1st Housing Loan: 5% (for LTV of 75%)\n10% (for LTV of 55%)<\/li>\n \t<li class=\"notranslate\">2nd Housing Loan: 25%<\/li>\n \t<li class=\"notranslate\">From 3rd Housing Loan: 25%<\/li>\n<\/ul>\n<span class=\"notranslate\"><strong>Non-Individual Borrowers<\/strong><\/span>\n<ul>\n \t<li class=\"notranslate\">1st Housing Loan: 15%<\/li>\n \t<li class=\"notranslate\">2nd Housing Loan: 15%<\/li>\n \t<li class=\"notranslate\">From 3rd Housing Loan: 15%<\/li>\n<\/ul>\n<\/div>\n<h4>Mortgage Servicing Ratio (MSR)<\/h4>\n<p>\nThe Monetary Authority of Singapore (MAS) has capped the Mortgage Servicing Ratio (MSR) for housing loans granted by financial institutions for EC units bought directly from property developers at <span class=\"notranslate\">30%<\/span> of a borrower\u2019s gross monthly income.\n<\/p><p>\nThe 30% MSR cap will apply to EC purchases where the Option to Purchase is granted on or after <span class=\"notranslate\">10 December<\/span> 2013.\n<\/p><p>\n<h4>Total Debt Servicing Ratio (TDSR)<\/h4>\nThe Monetary Authority of Singapore (MAS) has introduced a Total Debt Servicing Ratio (TDSR) framework for all property loans granted by financial institutions (FIs) to individual s1 on <span class=\"notranslate\">28 June<\/span> 2013.\n<\/p><p>\nThis will require FIs to take into consideration borrowers\u2019 other outstanding debt obligations when granting property loans. They will help strengthen credit underwriting practices by FIs and encourage financial prudence among borrowers.\n<\/p><p>\nThe TDSR of <span class=\"notranslate\">60%<\/span> means that the total debt of borrowers cannot be more than <span class=\"notranslate\">60%<\/span> of their income.\n<\/p><p>\nThe methodology for computing the TDSR will be standardised. FIs will be required to:<\/p>\n<div style=\"padding-left: 5px;\">\n<ul>\n \t<li>Take into account the monthly repayment for the property loan that the borrower is applying for plus the monthly repayments on all other outstanding property and non-property debt obligations of the borrower;<\/li>\n \t<li>Apply a specified medium-term interest rate or the prevailing market interest rate, whichever is higher, to the property loan that the borrower is applying for when calculating the TDSR; <span class=\"notranslate\"><sup>1<\/sup><\/span><\/li>\n \t<li>Apply a haircut of at least <span class=\"notranslate\">30%<\/span> to all variable income (e.g. bonuses) and rental income; and<\/li>\n \t<li>Apply haircuts<sup>2<\/sup>\u00a0to and amortise the value of any eligible financial assets taken into consideration in assessing the borrower\u2019s debt servicing ability, in order to convert them into \u2018income streams\u2019 in computing the TDSR.<\/li>\n<\/ul>\n<\/div>\n<p>\n<span class=\"notranslate\"><em><sup>1<\/sup><\/span>\u00a03.5% for housing loans and 4.5% for non-residential property loans.<\/em><\/p>\n<p>\n<em><sup>2<\/sup>\u00a0Eligible liquid assets which are pledged for at least 4 years with the FI from which the borrower is taking the property loan will not be subject to any haircut.<\/em><\/p>\t<\/div>\n<\/div>\n<h4 class=\"qodef-accordion-title\">\n\t<span class=\"qodef-tab-title\">Eligibility Conditions to buy EC<\/span>\n\t<span class=\"qodef-accordion-mark\">\n\t\t<span class=\"qodef-icon--plus qodef-icon-elegant-icons icon_plus\"><\/span>\n\t\t<span class=\"qodef-icon--minus qodef-icon-elegant-icons icon_minus-06\"><\/span>\n\t<\/span>\n<\/h4>\n<div class=\"qodef-accordion-content\">\n\t<div class=\"qodef-accordion-content-inner\">\n\t\t<p>Executive Condominiums (EC) were introduced to cater to the Singaporeans who can afford more than a HDB flat but find private property out of their reach. ECs are comparable in design and facilities to private condominiums as they are developed and sold by private developers.<\/p><p>However, buyers still have to meet the eligibility criteria when buying an EC unit.
