Singapore does not have one. For adults, citizenship is granted by registration, and only after a period living in Singapore as a Permanent Resident.

What Singapore does have is an investor route to PR: the Global Investor Programme (GIP), administered by EDB. Many websites describe the GIP as “Singapore citizenship by investment” because it is the first step on a path that can end in citizenship. That label is misleading. The GIP decision gives you PR. The citizenship decision comes years later, from a different agency, on different criteria.

For a full walk-through of how we structure residency and citizenship planning for founders and families, see our Singapore citizenship by investment and residency route page.

How do investors get Singapore PR?

The GIP has three options. To renew it for another five years, EDB requires both the economic condition shown above and a residence condition: the investor or their dependants must have lived in Singapore for more than half the period. Meeting only one of the two leads to a three-year renewal. Renewal depends on meeting the conditions above, so the GIP is a commitment to build or fund something in Singapore, not a one-off payment. We compare the three options in detail in our Global Investor Programme guide.

Most founders do not start with the GIP. The more common path is to set up a Singapore company, relocate on a work pass such as the Employment Pass or EntrePass, and apply for PR under the PTS scheme once settled. Our PR via the PTS scheme guide covers eligibility and timing for that route.

Who can apply for Singapore citizenship?

ICA lists several eligibility categories. The ones relevant to investors and founders are:

PRs aged 21 and above who have held PR for at least 2 years. You can include your PR spouse and unmarried children under 21 in the application.

PRs married to a Singapore citizen for at least 2 years, who have also been PR for at least 2 years. The citizen spouse sponsors the application.

Aged parents of Singapore citizens who are PRs aged 21 or above, sponsored by their citizen child.

Meeting a category only makes you eligible. ICA says it assesses each application on factors such as family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. There is no points table published and no investment amount that guarantees approval.

How long does it take to go from investor to citizen?

The fastest realistic timeline is measured in years, not months. The two-year PR minimum alone puts citizenship at least two years after your PR is granted, and ICA’s own roadmap adds processing and ceremony time on top.

Stage

What happens

Typical timing (ICA)

1. For adult PRs, ICA charges S$100 when the application is submitted. On completion there is a S$70 certificate fee and a S$10 identity card fee for applicants aged 15 and above. All fees are non-refundable, including if the application is rejected.

What do you give up when you become a Singapore citizen?

Two obligations catch families off guard.

Your other nationality. ICA states that the Singapore government does not allow adult citizens to hold dual citizenship. If you are 21 or above, you must apply to the authorities of your current country to renounce that citizenship before you register as a Singapore citizen. If your home country taxes on citizenship, restricts land ownership by foreigners, or makes renunciation slow, plan for that early.

National Service for sons. Under the Enlistment Act 1970, male citizens and PRs must serve National Service unless exempted. Boys granted PR or citizenship under a parent’s sponsorship must register at 16 and a half and are enlisted after turning 18 or after pre-tertiary education, whichever is later. MINDEF does not defer NS for university. Renouncing status before completing NS can seriously affect later applications to work, study or live in Singapore, for the son and for family members.

What most guides get wrong

“The GIP gives you citizenship.” It gives you PR. Citizenship is a separate, later application to ICA.

“Two years as a PR and you qualify.” Two years is the minimum to apply. Meeting it makes you eligible, not entitled to approval: ICA weighs ties, contribution and residence.

“You can keep your passport.” Adult Singapore citizens cannot hold dual citizenship. Renunciation comes before registration, not after.

“A bigger investment speeds up citizenship.” No published rule links investment size to citizenship approval or processing time.

“PR is just a stepping stone.” For many international founders PR is the end goal. It gives the right to live and work in Singapore without a work pass while keeping your existing nationality. Our Singapore golden visa explainer sets out what PR does and does not include.

Should you aim for PR or citizenship?

For most international founders the practical goal is PR. Citizenship makes sense when the family intends to make Singapore its permanent home, is comfortable giving up its current nationality, and has thought through National Service for sons. If you want long-term residence in more than one hub without changing nationality, compare Singapore PR with residence routes elsewhere, for example the UAE Golden Visa for investors and entrepreneurs. We help founders and investors choose the right route into Singapore, from company incorporation and work passes to GIP and PR applications, and plan for citizenship when that is the goal. Start with our Singapore residency and citizenship route page, or speak to the team on +65 8827 7870 (WhatsApp) or contact@vivos.com.sg.

Frequently asked questions

Can I buy Singapore citizenship?

No. Singapore does not sell citizenship and has no donation or investment route to a passport. Investors can obtain Permanent Residence through the Global Investor Programme, and after at least two years as a PR they may apply to ICA for citizenship, which is assessed case by case.

How much do I need to invest to get Singapore PR?

Under the Global Investor Programme you need at least S$10 million in a Singapore business (Option A), S$25 million in a GIP-select fund (Option B), or a single family office with at least S$200 million in assets under management, at least S$50 million of it deployed in EDB-specified Singapore investment categories (Option C).

How long after getting PR can I apply for Singapore citizenship?

You can apply once you have been a Singapore PR for at least two years and are aged 21 or above. ICA says applications will be processed within 12 months, provided all documents are complete, and the citizenship ceremony is usually held three to six months after registration.

Does Singapore allow dual citizenship?

No. ICA states that the Singapore government does not allow adult citizens to hold dual citizenship. Applicants aged 21 and above must renounce their foreign citizenship before they register as Singapore citizens.

Will my son have to do National Service if we become Singapore citizens?

Yes, in most cases. Under the Enlistment Act 1970, male citizens and PRs must serve National Service unless exempted. Sons granted PR or citizenship under a parent’s sponsorship register at 16 and a half and are enlisted after turning 18 or finishing pre-tertiary education.

Does the GIP guarantee citizenship later?

No. The GIP grants Permanent Residence only. A later citizenship application is a separate ICA decision that looks at family ties, economic contribution, qualifications, age, family profile and length of residence. Meeting the two-year minimum makes you eligible to apply, not entitled to approval.

Sources

ICA: Becoming a Singapore Citizen (eligibility, fees, processing time, NS)

ICA: Singapore Citizenship application roadmap

Ask.gov.sg (ICA): Does Singapore allow a citizen to keep dual citizenship?

EDB: Changes to the Global Investor Programme (March 2023)

EDB: Residency and citizenship

Last reviewed: 22 October 2026 by Ray Tay.

Singapore has no citizenship by investment programme.
