Some pages say SWDA is only for Singapore Citizens, while others show PRs receiving 50%, 70% or even higher course subsidies.<br \/><br \/>The difference comes down to the type of support being discussed.<br \/><br \/><a href=\"https:\/\/glutenfreepleasure.com\/__proxy_domain\/www.oom.com.sg\/institute\/guide-to-skillsfuture-wsq-courses-and-credits-claim\/\" target=\"_blank\" rel=\"noopener\">SkillsFuture Credit<\/a> is a personal credit available to eligible Singapore Citizens, while SWDA Course Fee Funding is a subsidy applied to eligible courses. PRs do not receive SkillsFuture Credit, but they can still qualify for course fee subsidies.<br \/><br \/>This is one of the first things we clarify when learners ask us about fees. What Singapore PRs Cannot Claim From SWDA<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e296314 elementor-widget elementor-widget-text-editor\" data-id=\"e296314\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>It helps to start with the schemes that are reserved for Singapore Citizens.<br \/><br \/>As a Singapore PR, you are not eligible for:<br \/><br \/><\/p><ul><li><strong>SkillsFuture Credit (Base Tier):<\/strong> the S$500 opening credit for Singapore Citizens aged 25 and above.<\/li><li><strong>SkillsFuture Credit (Mid-Career):<\/strong> the S$4,000 credit for Singapore Citizens aged 40 and above, which can be used for selected courses.<\/li><li><strong>SkillsFuture Mid-Career Enhanced Subsidy:<\/strong> the higher course fee subsidy available to eligible Singapore Citizens aged 40 and above.<\/li><li><strong>SkillsFuture Mid-Career Training Allowance:<\/strong> financial support for Singapore Citizens aged 40 and above who take eligible long-form training.<\/li><li><strong>Post-Secondary Education Account (PSEA):<\/strong> an MOE education account available to Singapore Citizens for approved education expenses.<\/li><\/ul><p><br \/>This is where the confusion often starts. SkillsFuture Credit and several mid-career schemes are citizen-only, so a PR will not see the same personal credit balance or age-based support.<br \/><br \/>But that does not mean you have to pay the full course fee. PRs can still qualify for SWDA Course Fee Funding on eligible courses, which works differently from the schemes above.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-112faf9 e-flex e-con-boxed e-con e-child\" data-id=\"112faf9\" data-element_type=\"container\" data-e-type=\"container\">\n\t\t\t\t\t<div class=\"e-con-inner\">\n\t\t\t\t<div class=\"elementor-element elementor-element-d34ae71 elementor-widget elementor-widget-heading\" data-id=\"d34ae71\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default\">B. The tier is assigned to the course itself. It does not change based on whether you are a citizen or PR, or whether you are a younger or mid-career learner.<br \/><br \/>One thing that causes confusion is that SkillsFuture Credit also uses the word \u201ctier\u201d. SWDA Course Fee Funding<\/h3>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-840c462 elementor-widget elementor-widget-text-editor\" data-id=\"840c462\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Course Fee Funding works differently from SkillsFuture Credit. Instead of giving you a personal balance to spend, it reduces the cost of an eligible course before you pay the remaining fee.<br \/><br \/>Under the current Tier 1 and Tier 2 framework:<\/p><table><tbody><tr><td><b>Course funding tier<\/b><\/td><td><b>Baseline course fee funding<\/b><\/td><\/tr><tr><td><b>Tier 1<\/b><\/td><td>Up to 70%<\/td><\/tr><tr><td><b>Tier 2<\/b><\/td><td>Up to 50%<\/td><\/tr><\/tbody><\/table><p><b>Tier 1 provides baseline funding of up to 70% for selected courses<\/b> that develop emerging skills or have a direct impact on employability. Eligible course types include SkillsFuture Career Transition Programmes, MySkillsFuture Series courses, Workplace Literacy and Numeracy courses, and selected courses that stack towards MOE-funded qualifications.<br \/><br \/><b>Tier 2 provides baseline funding of up to 50% for courses<\/b> that address skills required by employers and industries and support general workforce upskilling or reskilling. This includes eligible courses covering skills on the Course Approval Skills List, <b><a href=\"https:\/\/glutenfreepleasure.com\/__proxy_domain\/www.oom.com.sg\/institute\/what-is-wsq\/\">selected WSQ-accredited<\/a> courses<\/b>, and courses recognised under approved regulatory or professional development frameworks.<br \/><br \/>If you are a PR paying for an eligible course yourself, this means you may receive up to 70% funding for Tier 1 or 50% for Tier 2.<\/p><p>In other words, <b>a Singapore PR course subsidy is not a separate amount credited to you<\/b>. PR employees are included among the eligible trainees.<br \/><br \/>For example, say you are a PR working for a Singapore company with 120 employees and you are considering a Tier 2 course that costs S$800 before GST. If you enrol on your own, the course may receive up to 50% baseline funding. If your employer qualifies as an SME and sponsors you, the subsidy may increase to 70%.<br \/><br \/>Nothing about the course or your PR status has changed. The difference comes from how the training is funded.<br \/><br \/>That is why it is worth checking the available <a href=\"https:\/\/glutenfreepleasure.com\/__proxy_domain\/www.oom.com.sg\/institute\/training-grants-for-employers\" target=\"_blank\" rel=\"noopener\">training grant for employers<\/a> with your HR or L&amp;D team, rather than looking only at your company&#8217;s existing training budget.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-11cd7c1 e-con-full e-flex e-con e-child\" data-id=\"11cd7c1\" data-element_type=\"container\" data-e-type=\"container\" toc=\"Final Verdict\">\n\t\t\t\t<div class=\"elementor-element elementor-element-bf8f862 content-anchor elementor-widget elementor-widget-heading\" data-id=\"bf8f862\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">What Counts as an SME?<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a0eb619 elementor-widget elementor-widget-text-editor\" data-id=\"a0eb619\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>For Enhanced Training Support for SMEs, your employer must be registered or incorporated in Singapore and meet at least one of these criteria:<\/p><ul><li>have no more than 200 employees; or<\/li><li>have an annual sales turnover of no more than S$100 million.<\/li><\/ul><p><br \/>The company must also fully sponsor the course fees for the employee to qualify for the enhanced SME funding rate.<br \/><br \/>It is better not to judge SME status by how familiar the brand is or how large the office seems. If you are unsure, ask your HR, finance or L&amp;D team to confirm whether the company meets the funding criteria before you register.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t<div class=\"elementor-element elementor-element-3438957 e-con-full e-flex e-con e-child\" data-id=\"3438957\" data-element_type=\"container\" data-e-type=\"container\" toc=\"Final Verdict\">\n\t\t\t\t<div class=\"elementor-element elementor-element-985ae34 content-anchor elementor-widget elementor-widget-heading\" data-id=\"985ae34\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Persons With Disabilities May Qualify for Higher Funding<\/h2>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2ab1c72 elementor-widget elementor-widget-text-editor\" data-id=\"2ab1c72\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>If you are a Singapore Citizen or PR with a disability, there is a separate funding route worth checking in addition to the standard course fee subsidies above.<br \/><br \/>Eligible persons with disabilities can receive up to 95% course fee funding for courses supported by SG Enable. Employers can also receive up to 95% funding when they sponsor eligible employees with disabilities for supported training programmes.<br \/><br \/>This is separate from the standard Tier 1 and Tier 2 rates and does not apply automatically to every SSG-funded course.
