OpenAI labels each ad as sponsored and keeps it apart from the answer. Instead of bidding on keywords, you describe the conversations your product fits, and OpenAI matches your ad to them.

You buy them through OpenAI’s Ads Manager, which is why you’ll also see the product called OpenAI Ads, Chat GPT ads or simply ChatGPT advertising.

The audience is large. OpenAI says ChatGPT reaches 1.2 billion people a week, though only part of that audience is eligible for ads, because paying subscribers never see them.

Are ChatGPT Ads the same as ads made with ChatGPT?

No. The two get mixed up because they share a name, but they’re different things:

ChatGPT Ads are placements you buy inside ChatGPT. Your ad shows to people while they use ChatGPT.

Ads made with ChatGPT are ads for other platforms, such as Google, Meta or TikTok, where you used ChatGPT to brainstorm angles or draft the copy. ChatGPT is the writing tool, not the place the ad runs.

This guide covers the first one: buying ad space in ChatGPT itself.

Do ads change ChatGPT’s answers?

OpenAI says they don’t. “Answer independence” is one of its five published ads principles: ads don’t influence what ChatGPT tells you, and they’re always separate and clearly labelled.

Your conversations also stay private. OpenAI keeps chats away from advertisers and says it never sells user data to them. Advertisers only get aggregated results, such as views and clicks.

For advertisers, that separation cuts both ways. Paying for an ad won’t get your brand mentioned inside ChatGPT’s answer. We explain that difference in the section on ChatGPT Ads vs ChatGPT SEO.

Does ChatGPT have ads? Yes, and they are now live in Singapore

Yes. ChatGPT has shown ads in the US since February 2026, and OpenAI started rolling them out in Singapore on 23 September 2026. The same launch covered Indonesia, Malaysia, the Philippines, Thailand, Vietnam and Taiwan, and took ChatGPT Ads past 60 countries.

Singapore is listed as available for self-serve buying in Ads Manager, so you don’t need a sales contact or a big commitment to start. There’s one condition: the business that advertises and pays must be legally based in a supported country.

Which countries can run ChatGPT Ads?

OpenAI’s availability list covered 63 countries on 16 October 2026. They fall into four regions.

Asia-Pacific

Australia, India, Indonesia, Japan, Malaysia, New Zealand, the Philippines, Singapore, South Korea, Taiwan, Thailand and Vietnam.

Of Singapore’s ASEAN neighbours, Brunei, Cambodia, Laos, Myanmar and Timor-Leste aren’t on the list yet. Neither are Hong Kong and mainland China.

The Americas

The US, Canada, Mexico and Brazil.

Europe

All 27 EU member states, plus the UK, Switzerland, Norway, Iceland, Liechtenstein and Turkey. Self-serve buying opened in Europe on 31 August 2026, though OpenAI says advertisers in its newest European markets currently start through its sales team or partners.

One difference matters if you advertise there: personalised ads aren’t available in the European Economic Area (EEA) or Switzerland. Ads in those countries rely on the current conversation only.

Middle East and North Africa

The UAE, Saudi Arabia, Qatar, Kuwait, Bahrain, Oman, Israel, Jordan, Lebanon, Iraq, Egypt, Morocco, Algeria and Tunisia.

Can Singapore businesses target audiences outside Singapore?

Yes, in principle. You choose the target countries for each campaign, so a Singapore company could run one campaign for Singapore and another for Malaysia.

But a brand-new account may have to start at home. OpenAI says some new self-serve accounts can only advertise in their home country until it approves their identity verification and they’ve spent enough there. OpenAI doesn’t publish that spend threshold.

If you plan to advertise across the region, keep three things in mind:

Include countries explicitly. OpenAI’s guidance is to add the countries you want rather than rely on excluding the ones you don’t.

Budgets follow your billing currency. OpenAI sets minimum daily budgets by billing currency, not by target country.

Check the rules for each market. Personalised ads are off in Europe, and some ad categories open in one country stay closed in others.

Are ads coming to ChatGPT? The timeline from first test to Singapore launch

If you’ve read that ChatGPT ads are coming, that news is out of date: they’re already here. In 2024, Sam Altman described advertising as a “last resort” business model during a fireside chat at Harvard.

By 2025 his tone had changed. On OpenAI’s own podcast, he said he was “not totally against” ads, while warning they would take a lot of care to get right.

Then, in late November 2025, a developer found references to an “ads feature” and a “search ads carousel” in a beta of ChatGPT’s Android app. Days later, on 1 December, Altman declared a “code red” to focus on improving ChatGPT, and OpenAI delayed its advertising work.

January to April 2026: announcement, US test and the US$200,000 entry price

The delay didn’t last. On 16 January 2026, OpenAI published the ads principles covered earlier and said it would test ads in the US.

The test began on 9 February 2026, for logged-in adults on the Free and Go plans. Plus, Pro, Business, Enterprise and Education accounts stayed ad-free.

On 26 March, OpenAI said its early results showed low ad dismissal rates and no impact on its consumer trust metrics. It announced pilots in Canada, Australia and New Zealand on the same day.

Early access wasn’t cheap. According to eMarketer’s ChatGPT advertising FAQ, OpenAI started at a US$60 CPM (cost per 1,000 impressions) and asked for roughly US$200,000 upfront. In April 2026, it launched an early version of its ads manager and cut the pilot minimum to US$50,000.

May to August 2026: self-serve Ads Manager, CPC bidding and the European rollout

On 5 May 2026, OpenAI opened its self-serve Ads Manager in beta. Any business, from start-ups to global brands, could now sign up, set budgets and bids, upload ads and track results.

The same update added cost-per-click (CPC) bidding, so you pay only when someone clicks, instead of per 1,000 impressions. OpenAI also launched a Conversions API and a tracking pixel to measure what people do after they click.

Two days later, OpenAI announced pilots for the UK, Mexico, Brazil, Japan and South Korea. Some guides list 7 May as their launch date, but ads only went live in those five markets on 11 August.

On 31 August, OpenAI said ChatGPT Ads had reached a US$1 billion annualised revenue run rate in under 200 days, with tens of thousands of advertisers. The same day, self-serve buying opened in Europe, India, the Middle East and North Africa.

September to October 2026: Southeast Asia, Singapore and new formats

On 23 September 2026, OpenAI began rolling out ChatGPT Ads in Singapore, Indonesia, Malaysia, the Philippines, Thailand, Vietnam and Taiwan. That launch followed earlier Asia-Pacific launches in Australia, New Zealand, Japan, South Korea and India.

Less than two weeks later, on 5 October, OpenAI announced a visual ad format for when people generate images in ChatGPT, with a US-only test due to start later that month. The same announcement added a long list of measurement partners, which we cover in the measurement section.

Where ChatGPT ads appear and what they look like

Ads in ChatGPT sit below the answer, never inside it. OpenAI marks each one as sponsored and visually separates it from ChatGPT’s reply, so you can always tell where the answer ends and the ad begins.

There are three ad formats to know about, plus one feature that changes how people interact with ads.

The sponsored unit below the answer

The standard ChatGPT ad is a small card. OpenAI’s Ads Manager documentation lists six parts:

Advertiser name

Favicon, your advertiser logo

Title, which works as your headline

Copy, a short description

Image

Landing page, where the click takes people

If several advertisers qualify for the same conversation, OpenAI picks the most relevant one to show first.

The card appears after a full answer, so people have usually just read a useful reply. A title that adds something the answer didn’t, such as a price, a delivery promise or an open booking slot, might give them a better reason to click.

Product cards from a product feed

Retailers can also create campaigns from a product feed. You upload your catalogue to Ads Manager, and OpenAI builds ads from it. These product ads show the product image, title, star rating, price, any sale price and your brand.

Two limits apply. Product feed campaigns are still in beta, and you can only target them by country, not by city or postcode. OpenAI’s help article doesn’t say which markets have access yet, so check your own Ads Manager account before you plan a Singapore feed campaign.

If you already run Google Shopping ads, the idea is similar: you supply a catalogue, and the platform builds the ads from it.

Visual ads during image generation

On 5 October 2026, OpenAI announced a visual ad format that appears while people create images in ChatGPT. These ads show images of product inspiration, the product in use or the experience it makes possible. Like other ChatGPT ads, they stay labelled and separate from the image ChatGPT generates.

OpenAI said testing would begin later in October, in the US only and with an initial group of advertisers, so Singapore businesses can’t buy it yet. It does show that OpenAI is taking ads beyond text answers.

Asking ChatGPT about an ad

People can share an ad into the chat and ask ChatGPT about it.

That raises the bar for advertisers. Someone can ask ChatGPT whether your offer is any good straight after they see it, so the claims in your ad and on your landing page need to hold up.

Where ads never appear

OpenAI doesn’t show ads everywhere. These places and people stay ad-free.

Temporary Chats

If you start a Temporary Chat, you won’t see ads in it.

Paid plans (Plus, Pro, Business, Enterprise, Edu)

Anyone on Plus, Pro, Business, Enterprise or Edu sees no ads at all. Go is OpenAI’s lowest-priced paid plan, but it does show ads.

Accounts identified or predicted as under 18

OpenAI won’t show ads to accounts it identifies as belonging to someone under 18. It uses the age on the account plus its own age prediction to decide.

Conversations about personal health, mental health and politics

Ads don’t appear next to conversations about personal health, mental health or politics. That rule still applies to regulated advertisers that OpenAI has approved.

Who sees ChatGPT ads?

Not everyone who uses ChatGPT sees ads on ChatGPT. It depends on the plan they’re on and whether they’re logged in.

Free and Go plan users (and logged-out visitors)

Ads show to logged-in users on the Free and Go plans.

Logged-out visitors can see ads too, but only ads suitable for all audiences. OpenAI limits ads with mature content to eligible logged-in users.

Free users also have a way out. They can switch to an ad-free experience in exchange for lower message limits and less access to tools, then switch back whenever they like.

Which ChatGPT plans are ad-free?

Plus, Pro, Business, Enterprise and Edu. If you pay for one of these plans, you won’t see ads.

For advertisers, this is the main limit on reach. People who rely on ChatGPT for work may be more likely to pay for one of these plans, which matters if you sell to professionals.

Why am I getting ads on ChatGPT?

You’re seeing ads because you’re on the Free or Go plan (or not logged in), and an advertiser’s ad matched what you’re asking about. Paid plans don’t show ads.

OpenAI chooses which ad to show based on:

the topic and intent of your current conversation

the content of the ad itself

the context hints and targeting the advertiser set

how much the advertiser bid

If you’ve turned on ads personalisation, OpenAI can also use signals from your wider ChatGPT use, including past chats and memory. With personalisation off, it uses only the current chat plus your general location and language.

Either way, advertisers never see your chats, chat history, memories or personal details.

What this means for B2B reach

If you sell to businesses, check this before you set a budget.

SE Ranking, the SEO software company, ran its own ChatGPT Ads test in June 2026 across the US, Canada, Australia and New Zealand. Its ads earned 97,131 impressions and 1,263 clicks, a 1.30% click-through rate, at an average of US$3.16 per click.

The clicks came, but sign-ups didn’t: the team reported almost none. Its explanation was that the people most likely to buy SEO software are heavy AI users, and heavy users are more likely to pay for an ad-free plan. The better someone fitted SE Ranking’s ideal customer, the less likely they were to see the ad.

SE Ranking also points to its own setup. It used the Clicks objective with no conversion signal, so the system couldn’t learn which clicks led to sign-ups.

So before you commit budget to a B2B campaign, think about whether your best-fit buyers are likely to be on Free or Go at all.

How do I stop getting ChatGPT ads?

The only ways to stop seeing ads completely are to pay for an ad-free plan or switch a Free account to OpenAI’s ad-free mode. Turning off personalisation changes which ads you see, not whether you see them.

OpenAI lists every control on its Ads in ChatGPT help page. Here they are, from the lightest touch to the most complete.

Turn off ads personalisation in Ad Controls

Go to Settings, then Ad Controls, and switch off ads personalisation. ChatGPT then stops using your past chats and memory to pick ads. It uses only the current chat, plus your general location and language.

You’ll still see ads. They’ll just be based on less information.

Hide or report a single ad

Tap the three-dot menu on any ad to hide it or report it. The ads you hide also shape which ads ChatGPT shows you later.

Check “About this ad”

The same menu has an About this ad option. It explains why that particular ad appeared in your chat.

Clear your ads data

You can delete the data ChatGPT uses for ads at any time from Ad Controls. OpenAI says the deletion can take up to 30 days to complete.

Switch to the ad-free Free experience

If you’re on the Free plan, you can switch to an ad-free version. The trade-off is fewer messages and less access to tools.

You can switch back later, either from the banner that appears when you hit your message limit or from Ad Controls.

Upgrade to an ad-free paid plan

Plus, Pro, Business, Enterprise and Edu plans don’t show ads. Go, the cheapest paid plan, still does, so upgrading to Go won’t remove them.

Use Temporary Chat

Temporary Chats never show ads, which makes them a quick option for a one-off question you don’t need to keep.

How ChatGPT Ads targeting works

If you’ve run Google Ads, the biggest change is that there are no keywords to bid on. So how do ChatGPT Ads work? They decide who sees your ad from the conversation itself, and you control a handful of settings around it.

Conversation context, not keywords

Google matches ads to the words someone types. ChatGPT matches ads to what the conversation is about.

When someone chats with ChatGPT, OpenAI looks at the topic and intent of that conversation and compares it with the ads available. It then weighs each ad’s relevance alongside the advertiser’s bid. OpenAI’s ad crawler may also use your landing page’s content to judge when your ad is relevant, which is why the setup steps include a crawler check.

So a person doesn’t need to type your product name, or even your category, to see your ad. Someone planning a home renovation could see an interior designer’s ad without ever typing “interior design firm”.

That’s a different kind of intent signal. A keyword shows what someone typed, while a conversation shows what they’re trying to get done. Our guide to search intent in SEO covers why that difference matters.

Context hints: what they are and how to write them

Context hints are short descriptions you add to each ad group. They tell OpenAI what you offer, who it helps and when it’s useful, especially anything your ad or landing page doesn’t make obvious.

They aren’t keywords. OpenAI’s context hints guide says hints don’t need to match the words people use, they aren’t targeting rules, and they don’t guarantee your ad will show in any conversation.

OpenAI suggests building each hint around three questions: what the product or service includes, who it suits and when it’s useful. A hint doesn’t need to answer all three.

Here’s how that could look for three Singapore businesses. They’re illustrations only, so your own hints should describe what you actually offer.

Business

Weak hint (keyword list)

Stronger hint (what, who, when)

Interior design firm

interior design, renovation, HDB

Full-home interior design and renovation for new HDB BTO owners planning their first fit-out before key collection

Online florist

flowers, bouquet, delivery

Same-day flower delivery across Singapore for last-minute birthdays and anniversaries, ordered online

Tuition centre

tuition, maths tutor, PSLE

Small-group PSLE maths tuition for Primary 5 and 6 students who struggle with problem sums

Three habits keep hints useful:

Keep one theme per ad group. OpenAI advises separate ad groups for different use cases, such as ones that need different messages or landing pages.

Don’t write instructions. A hint like “show this only to people in Tampines” won’t work, because hints can’t restrict location, timing or audience. Use the campaign’s targeting settings for that.

Check for double meanings. In its own test, SE Ranking found ambiguous terms pulling in the wrong conversations, such as GEO being read as geography. Read every hint for a second meaning before launch.

Ads personalisation: chat history and memory

If a user has ads personalisation switched on, OpenAI can also use signals from their wider ChatGPT use, such as past chats and memory, to choose ads. If they’ve switched it off, only the current conversation plus their general location and language count.

As an advertiser, you can’t target people based on what they said in past chats, and you never see that data. Personalisation only affects how OpenAI ranks ads behind the scenes.

Personalised ads aren’t available in the EEA or Switzerland, so campaigns there run on the current conversation alone.

Audience and placement targeting

On top of conversation matching, you set three kinds of targeting for each campaign.

Location targeting

Every campaign targets one or more countries. Campaigns that don’t use a product feed can narrow that down to regions, cities, markets and postal codes, where OpenAI offers them. Product feed campaigns can only target whole countries.

OpenAI’s documentation doesn’t list which smaller areas it offers for Singapore. If you want to reach one part of the island, check the options in Ads Manager before you plan around it.

Device and platform targeting

You can choose any mix of five placements: the Android app, Android web, desktop web, the iOS app and iOS web. Leaving all five on usually makes sense, unless your landing page or offer only works on certain devices.

Custom audiences

You can upload your own audience lists to include or exclude people. To include an audience, OpenAI needs at least 25,000 matched users. Exclusion lists can be smaller.

That threshold may rule out inclusion lists for many Singapore SMEs. Exclusions are often more useful, for example to keep existing customers out of a campaign aimed at new ones. Before you upload any customer data, check your obligations under Singapore’s data protection law, which we cover in the section on Singapore rules below.

Negative Phrases and brand suitability controls

OpenAI screens conversations for emotionally vulnerable, sensitive or unsuitable contexts before it shows any ad. Some advertisers also get extra controls:

Negative Phrases let qualifying advertisers set their own placement rules, so their ads stay away from conversations they consider a poor fit. OpenAI hasn’t published who qualifies.

Independent checks: OpenAI is piloting brand suitability reviews with DoubleVerify and Integral Ad Science, which assess its safeguards without accessing private conversations.

If your account doesn’t have Negative Phrases, a tight ad group structure and clear context hints are your main ways to stay relevant.

How the ChatGPT Ads auction works

When more than one ad could show, ChatGPT runs an auction. OpenAI describes it as a relevance-weighted, second-price auction.

You set a maximum bid for each ad group: a maximum CPM for Views campaigns, or a maximum CPC for Clicks campaigns.

Relevance counts alongside your bid. OpenAI ranks eligible ads on both, so a more relevant ad can beat a higher bid.

You may pay less than your maximum. In a second-price auction, the winner typically pays based on what it took to beat the next ad, not its full bid. OpenAI hasn’t published its exact pricing formula.

Ads Manager also shows bid-strength guidance, which tells you whether your bid looks competitive or may hold back delivery. If auctions are new to you, our explainer on how ad auctions work compares first-price and second-price models.

What you can’t see: no search terms report or Quality Score

Google Ads shows you the search terms that triggered your ads and gives each keyword a Quality Score. ChatGPT Ads has neither.

OpenAI’s reports cover impressions, clicks, spend, click-through rate, average CPC, average CPM and conversions. You can’t see the conversations or prompts behind any of those numbers, because advertisers only get aggregated data.

That changes how you test. Instead of mining search terms, you learn by comparing ad groups, context hints and ads against each other. SE Ranking hit this in its own test: it couldn’t see the conversations behind each click, which made weak results hard to diagnose.

How much do ChatGPT Ads cost in Singapore?

There’s no published rate card for ChatGPT Ads. You set a budget and a maximum bid, and an auction decides what you pay each time your ad shows or gets clicked.

OpenAI also says it has no cross-advertiser benchmarks yet. So any “average CPC” you see quoted comes from individual advertisers or agencies, not from OpenAI.

What you can plan around are the published floors: the objectives you can buy, OpenAI’s recommended starting bid and the minimum daily budget. If you already budget for search ads, our guide to Google Ads costs makes a useful comparison.

Campaign objectives and how you’re charged

Every campaign has one of three objectives, and the objective decides how you pay. You can’t change it once the campaign exists, so to switch objectives you’d need to create a new campaign.

Objective

How you pay

What it’s built for

Views

Per 1,000 impressions (CPM)

Visibility and brand awareness

Clicks

Per valid click (CPC)

Sending people to your website

Conversions

Per valid click (oCPC) or per 1,000 impressions (oCPM), never per conversion

A chosen action, such as a purchase or an enquiry

Views (CPM)

You pay per 1,000 impressions, whether or not anyone clicks.

Views suits brand awareness, when you mainly want people to see your name next to a relevant answer. It’s harder to judge on a small budget, because impressions alone don’t tell you whether anyone acted.

Clicks (CPC)

You pay only for valid clicks, so your cost ties directly to the traffic you get.

This is where most advertisers start. OpenAI said in August that CPC and outcome-optimised bidding now make up most campaigns on the platform.

Conversions (oCPC or oCPM)

You pick a conversion event, such as a purchase or a submitted enquiry form, and OpenAI optimises delivery towards it. You still pay per valid click (oCPC) or per 1,000 impressions (oCPM), never per conversion.

This objective needs working conversion tracking. OpenAI also notes that conversion campaigns aim for better results rather than spending your full budget, so they may underspend.

Recommended starting bids

For Clicks campaigns, OpenAI recommends a starting maximum CPC of US$3 to US$5. At about S$1.28 to the US dollar on 16 October 2026, that’s roughly S$3.84 to S$6.40 per click.

Because the auction is second-price, what you actually pay per click can come in under your maximum. SE Ranking’s test averaged US$3.16 per click on maximum bids of US$3 to US$4.

OpenAI doesn’t publish a recommended CPM. Reports put the launch rate at about US$60 per 1,000 impressions. By April, buyers told Digiday they were paying as little as US$25 to US$35 through the ad-tech platform Criteo, according to PPC Land’s round-up of reported CPMs. Treat those as the lowest prices individual buyers reported, not as averages.

For your own account, Ads Manager’s bid-strength guidance is a better guide than any published figure, because it reflects the auction you’re actually in.

Minimum daily budget: SGD 25

For accounts billed in Singapore dollars, the minimum daily budget is S$25 per campaign. OpenAI sets minimums by billing currency, as listed in its campaign setup guide.

If your business bills in another currency, these are the floors for Southeast Asia and Taiwan, with the US dollar for reference:

Billing currency

Minimum daily budget per campaign

Singapore dollar (SGD)

25

Malaysian ringgit (MYR)

35

Indonesian rupiah (IDR)

90,000

Philippine peso (PHP)

300

Thai baht (THB)

205

Vietnamese dong (VND)

120,000

New Taiwan dollar (TWD)

360

US dollar (USD)

25

Beyond these daily minimums, OpenAI’s help pages don’t list any minimum total spend for self-serve accounts.

How daily and campaign budgets pace

You can give each campaign a daily budget or a campaign-total budget. OpenAI recommends starting with a daily budget.

A daily budget is an average across a week, not a hard cap for each day:

Single days can run higher. Spend can go above your daily budget on any day, up to twice the amount.

The week has a ceiling. Over a budget week (Sunday to Saturday, in your account’s time zone), spend can’t go past seven times your daily budget.

Unspent budget rolls forward within the same week.

Campaigns can pause early. If a campaign uses up its weekly allowance, it may stop until the next budget week, even while it still shows as active.

A campaign-total budget is the stricter option, because it caps spend across the whole campaign. You can switch a campaign-total budget to a daily one, but you can’t switch back.

Google Ads works in a similar way. It can spend up to twice your average daily budget on a given day, but caps the month at 30.4 times. The difference is the balancing window: ChatGPT Ads evens spend out over a week, Google over a month. Our guide to how Google Ads daily budgets work covers the Google side in detail.

How pricing has changed since launch

ChatGPT ads pricing has changed a lot since February, which is why older articles quote figures that no longer apply.

February 2026 (pilot): about US$60 per 1,000 impressions and roughly US$200,000 upfront.

April 2026: the pilot minimum fell to US$50,000 as an early ads manager launched, and some buyers reported CPMs of US$25 to US$35.

May 2026: self-serve Ads Manager opened to businesses of all sizes, with cost-per-click bidding.

Today: a daily minimum of S$25 for Singapore-billed accounts and a recommended starting CPC of US$3 to US$5.

If a guide still says ChatGPT Ads need a US$200,000 commitment, it was written for the pilot.

What a first-month test could cost a Singapore SME

This is the arithmetic for the smallest possible Clicks campaign, using only published figures:

Item

Figure

Daily budget

S$25 (the minimum)

Spend over 30 days

About S$750

Cost per click at OpenAI’s recommended maximum (US$3 to US$5)

About S$3.84 to S$6.40

Clicks for S$750

About 115 to 195

Two cautions apply. First, your actual cost per click depends on the auction. Your bid is a ceiling, and OpenAI doesn’t publish averages, so real costs could land below or above this range.

Second, 115 to 195 clicks is a small sample. If your website turns 2 to 5% of visitors into leads, that’s roughly two to 10 leads in a month, which isn’t enough to judge a new channel. You might consider a larger budget or a longer test before you decide.

Exchange rates move, so recheck the conversion before you set your budget.

Which businesses can advertise on ChatGPT in Singapore?

Can you advertise on ChatGPT from Singapore? Yes, but not every business can. OpenAI’s ad policies (version 1.6, updated 10 September 2026) split advertisers into three groups:

Group

What it covers

Can a Singapore business advertise?

Open

Lifestyle and household goods, local services, travel and experiences, digital products and education

Yes

Restricted

Health services, financial services and legal services

Not yet: US only, case by case

Prohibited

12 groups, including adult content, alcohol, gambling and scams

No

Check where your business sits before you plan a budget. These rules sit on top of Singapore’s own advertising laws, which still apply.

Categories open to advertisers

During the current test period, OpenAI allows four groups of advertisers. It says this list may expand over time.

Lifestyle, household and consumer goods

This covers most everyday products, such as homeware, fashion and electronics. Lingerie and swimwear can also run in a normal retail context.

It’s the natural home for ecommerce brands, and the group most likely to use product feed ads.

Local services

Businesses that serve customers in a local area also qualify. Think renovation and interior design firms, home services such as aircon servicing or cleaning, and enrichment classes. OpenAI’s own context-hint guide uses a local plumber as an example.

Restaurants and bars can advertise too, but alcohol can’t be the focus of the ad.

Travel and experiences

Hotels, tours, attractions and other travel services fit here. Trip planning is one of the first examples OpenAI gives of how people use ChatGPT to make decisions.

Resorts with casinos can advertise their rooms or entertainment, as long as gambling isn’t the focus.

Digital products and education

Apps, software, online courses and education providers, including tuition and enrichment centres, fall into this group.

Financial education also qualifies, as long as it doesn’t promote specific financial products or services.

Restricted categories that are US-only for now

Three regulated groups can advertise, but only in the US, only case by case and only after OpenAI approves them.

Outside the US, the policy is blunt. OpenAI says health and financial services ads are “generally prohibited”, and legal services ads are “currently prohibited”.

Healthcare, dental and aesthetics

In the US, OpenAI may approve ads for dental services, hospitals and urgent care, minimally invasive cosmetic procedures, medical devices, and testing and diagnostics. In Singapore, those categories are closed, which rules out clinics, dental practices and aesthetic clinics for now.

Even approved health advertisers can’t appear next to conversations about personal or mental health. General wellness products with no medical claims, such as fitness equipment, sit outside this restriction.

If you run a clinic, organic visibility is the route that’s open today: getting your content cited when people ask ChatGPT health questions. That’s work our healthcare marketing team does within Singapore’s advertising rules.

Financial services

Banks, credit cards, loans, insurance, investment platforms, mortgages and payment services can only advertise in the US, case by case, and may need to show proof of licensing. Outside the US, they’re generally prohibited.

Two exceptions may still be open to Singapore businesses: budgeting apps and general financial software that don’t promote financial products, and financial education that isn’t selling a service.

Legal services

Law firms can only advertise in the US, and only where they’re licensed to practise in the place the ad shows. Outside the US, legal services ads are currently prohibited.

General legal education and media, such as law-themed podcasts or exam prep, can still advertise. For now, law firm marketing in Singapore has to rely on other channels.

Prohibited categories

These 12 groups are off-limits in every market, including Singapore. Each one below summarises OpenAI’s rule.

Adult content

Dating apps, sexual services and products, adult companion apps, sexual health products and explicit imagery aren’t allowed.

Alcohol and tobacco

No ads for drinks above 0.5% alcohol by volume, cigarettes, vapes or other nicotine products, or events built around them. Incidental mentions are fine when alcohol isn’t the focus.

Counterfeit goods

Knock-offs, replicas, imitations and pirated products are all banned.

Gambling

Casinos, sports betting, lotteries and cash-prize gaming can’t advertise. Games without real-money stakes or cash prizes are fine.

Graphic sexual or violent content

Pornography, explicit acts, AI “nudify” tools and gore are banned. Age-restricted films can still advertise if the ad and landing page aren’t explicit.

Recreational drugs

Cannabis, THC products and psychedelics are banned. OpenAI may allow non-intoxicating hemp products such as THC-free CBD, but that doesn’t help Singapore advertisers. The Central Narcotics Bureau treats CBD products derived from cannabis as Class A controlled drugs, so you can’t sell them here.

Political content

Election ads, advocacy aimed at public officials or government action, and ads that frame contested social issues as controversies aren’t allowed.

Sensitive social topics and tragic events

Ads can’t exploit tragedies or major events. They also can’t meaningfully reference abortion, immigration, race, religion or gender identity.

Scams and fraud

Impersonation, implausible offers such as guaranteed returns, and links to phishing or look-alike domains are banned.

Individual job and housing listings

You can’t advertise a single job vacancy or a specific property for rent or sale. Property portals and job boards can advertise, as long as the ad doesn’t feature one listing.

For property agents in Singapore, that means you may be able to promote your agency’s services, but not a specific unit.

Unsubstantiated wellness claims

Diet pills, detox programmes, health coaching and supplements with unsupported claims aren’t allowed. General wellness ads that make no medical claims may be.

Credit repair, debt services and alternative investments

OpenAI doesn’t allow ads for credit repair, debt settlement, debt assistance or alternative investments such as bullion.

Conversations where ads never show

Even approved ads don’t show everywhere. OpenAI keeps ads out of two kinds of conversations.

Brand-unsafe contexts

Conversations involving child safety, hate or harassment, graphic violence, misinformation, illicit activity, weapons, self-harm or politics get no ads. Neither do other topics on OpenAI’s brand-safety list.

Sensitive user contexts

OpenAI also keeps ads away from emotionally reliant conversations, personal and mental health discussions, and other sensitive moments. Regulated advertisers that OpenAI has approved still can’t appear in them.

Creative and landing page rules

OpenAI reviews every ad before it runs. These four rules apply to all of them.

Claims must be truthful and supportable

Your ad can’t make misleading claims about price, results, affiliations or comparisons with other companies. It also can’t exaggerate outcomes or use false endorsements.

Ads can’t look like ChatGPT

Your ad can’t imitate the look, features or voice of ChatGPT or any other OpenAI product. Copy that reads like ChatGPT’s own answer is a risk.

The landing page must match the ad

OpenAI expects ads to be consistent from end to end. Your landing page must clearly relate to the ad and accurately represent you and your offer. It also can’t lead to content the policies don’t allow.

Every asset is reviewed

OpenAI reviews the title, copy, image and landing page together. If it can’t evaluate an asset, for example because the page won’t load or blocks OpenAI’s ad crawler, the ad won’t run.

Singapore rules that still apply on top of OpenAI’s policy

OpenAI’s approval isn’t legal clearance in Singapore. Three sets of local rules still apply to your ads.

Healthcare advertising rules (PHMC and HCSA)

Healthcare providers licensed under the Healthcare Services Act (HCSA) must follow MOH’s advertising regulations. These ban laudatory claims, before-and-after photos and discount-led promotions.

MOH’s FAQ on the advertisement regulations confirms they cover paid search ads. It also says a clinic stays responsible for ads its agency runs, and that the agency can be held liable too.

So if health categories ever open in Singapore, a ChatGPT ad would likely count as advertising under these rules. Our guide to PHMC advertising guidelines covers them in detail.

The Singapore Code of Advertising Practice

The Advertising Standards Authority of Singapore (ASAS) runs the Singapore Code of Advertising Practice, a self-regulation code for the industry. Its basic premise is that every advertisement should be legal, decent, honest and truthful.

ASAS also publishes advisories on social media advertising and on displaying full prices. Both are worth reading if your ChatGPT ad mentions a price.

PDPA when you upload customer lists or send conversion data

Custom audience uploads and conversion tracking both send customer data to OpenAI. Under the Personal Data Protection Act (PDPA), you can only use personal data for purposes people have consented to, unless an exception applies, and you must tell them what those purposes are.

Because OpenAI is based outside Singapore, the PDPA’s Transfer Limitation Obligation also applies. You need to make sure the overseas recipient protects the data to a standard comparable with the PDPA, usually through contract terms. Check OpenAI’s advertiser data terms, or ask your legal adviser, before you upload a customer list.

How to advertise on ChatGPT: setting up Ads Manager step by step

Most Singapore businesses will run ads in ChatGPT through OpenAI’s self-serve Ads Manager. The nine steps below take you from checking you’re eligible to fixing a campaign that won’t deliver.

Step 1: Check eligibility and choose how to buy

First, confirm that your business falls into one of the open categories covered above. If you run a clinic, a financial services firm or a law firm, ChatGPT Ads aren’t open to you in Singapore yet.

Then decide how you’ll buy. OpenAI offers four routes.

Self-serve Ads Manager

You create and run campaigns yourself. Singapore is listed as available for self-serve, but the legal entity that advertises and pays must be based in an available country.

This is the route most SMEs will take, and the one this guide walks through.

OpenAI’s Ads Solutions team

Larger advertisers with more complex needs can contact OpenAI’s own ads team through a form on ads.openai.com, rather than signing up and running campaigns alone.

Agency partners

OpenAI’s named agency partners include dentsu, Havas Media, Omnicom Media, Publicis Groupe and WPP.

You don’t need one of these networks to get help, though. Any agency can work in your account once you invite its team as users, for example with the Member role, which can create and manage campaigns.

Technology partners and programmatic platforms

Some ad-tech platforms let you buy ChatGPT ads alongside other channels. StackAdapt, for example, lets advertisers run ChatGPT campaigns in its platform next to display, video and connected TV.

Check country coverage before you choose this route. When we checked on 16 October 2026, Singapore wasn’t on StackAdapt’s list of supported targeting countries. It may still suit you later if you already buy programmatic advertising and want ChatGPT in the same plan.

Step 2: Create your Ads Manager account and verify your business

Have one person create the account, then invite everyone else. If your business already has one, ask its administrator to invite you.

Go to ads.openai.com and sign in with the OpenAI account you use for ChatGPT, or create one. You can then either enter your website URL, which Ads Manager uses to draft your first ad and campaign, or skip straight into Ads Manager.

Next, enter your advertiser details. Choose Singapore as your country, Singapore dollars as your currency and Singapore time as your time zone. According to OpenAI’s account setup guide, you can’t change these three settings after the account is created.

The advertiser name you enter fills three fields at first. You can change each one separately later, under Settings, then General:

Account name is only for managing the account in Ads Manager.

Brand name is the public name shown with your ads.

Legal name should be your registered business name, because OpenAI uses it for billing and business verification.

Changing your brand name triggers a brand review and pauses your ads until it’s approved. Changing your legal name restarts business review and may pause them too.

If OpenAI needs you to verify your account, a banner appears in Ads Manager. Ads may not serve until you complete it.

Step 3: Set up billing

Open Billing and add a credit card, plus any billing profile details Ads Manager asks for, such as your business name, billing address and invoice email. Your campaigns can’t deliver until billing is set up.

OpenAI charges your card when your account reaches its payment threshold, or at the end of the month for any unpaid balance.

Accounts on postpaid invoicing can also set a daily account spending limit under Billing. It applies across all campaigns, but it doesn’t pace spend or split budget between them.

Step 4: Install conversion tracking

Set up tracking before you launch, so you can measure results from your first clicks. Start by creating a data source in Ads Manager.

Then send conversion events, such as purchases, enquiry forms or registrations, using one or both of the methods in OpenAI’s conversion measurement guide:

OpenAI Pixel: a tag on your website that records actions in the visitor’s browser.

Conversions API: sends events from your own server.

OpenAI suggests using both for more resilient measurement. If you do, give each conversion the same event ID so OpenAI only counts it once.

When someone clicks your ad, OpenAI adds a click reference called oppref to the end of your landing page URL. Make sure your redirects and page navigation keep that parameter, because it helps OpenAI connect a conversion to the click.

The Pixel’s automatic advanced matching also picks up contact details from your site’s forms, hashing them in the browser before they’re sent. OpenAI asks advertisers to explain what data they collect, and get consent where the law requires it, before sending conversion data. In Singapore, that ties back to the PDPA points covered earlier.

If you also track this traffic in Google Analytics 4 (GA4), expect the totals to differ. OpenAI lists attribution windows, time zones, consent conditions and modelled conversions among the reasons, and says a difference doesn’t necessarily mean an error. If you’d like help, our team handles GA4 and conversion tracking setup.

Step 5: Create a campaign

Create a new ChatGPT Ads campaign from the Ads Manager dashboard. OpenAI suggests separate campaigns for meaningfully different objectives, regions or product categories, so plan your structure first.

Each campaign needs four main decisions.

Choose the objective

Pick Views, Clicks or Conversions. A Conversions campaign also needs a conversion event, which is why tracking comes first. You can’t change the objective later, so switching means creating a new campaign.

If you haven’t run ChatGPT Ads before, Clicks is usually the simplest place to start, because you only pay for valid clicks.

Set the budget and dates

Choose a daily budget (S$25 minimum) or a campaign-total budget. If you’re new to the platform, OpenAI recommends a daily budget, so you can watch delivery before committing to a total.

Watch out for dates on your first campaign. You may not see start and end date options until after it’s published, and OpenAI warns that publishing just to reach those settings could start your ads before you’ve set a schedule. So only publish it when you’re happy for ads to run.

Choose countries and platforms

Add Singapore as a target country. If you only want delivery in Singapore, include it explicitly, because excluding other countries doesn’t on its own stop delivery elsewhere.

Platforms are optional. You can choose any mix of the Android app, Android web, desktop web, the iOS app and iOS web, or leave all five on.

Add custom audiences (optional)

You can include an uploaded audience (25,000 matched users minimum) or exclude one, which can be smaller. Check your PDPA obligations before you upload anything.

Step 6: Build ad groups with context hints and a max bid

Each campaign holds one or more ad groups. Give each ad group one clear theme, such as a single product line or customer need, and a name your team will recognise in reports.

Add your context hints next, using the what, who and when approach from the targeting section. Then set a maximum bid.

For Clicks campaigns, OpenAI’s recommended starting maximum is US$3 to US$5 per click, or about S$3.84 to S$6.40. For Conversions campaigns, OpenAI says your bid should reflect the conversion you’ve chosen, not a click.

Check the bid-strength guidance before you save. Bid recommendations are estimates, while a Low bid warning is based on real auction results, so the two can differ. Either way, a higher bid doesn’t guarantee delivery.

Step 7: Write the ad

Each ad group should hold several ads, each with a different angle. OpenAI recommends multiple title and copy variations for each offer, because more varied ads give its system more chances to find relevant conversations.

If you entered your website at sign-up, Ads Manager will have used it to draft your first ad. Later, you may see an Add new ad option that prefills drafts from your website’s existing image, title and description. OpenAI says this doesn’t write new copy or create images with AI, so edit each draft before you use it.

OpenAI tells advertisers to stay within its recommended character limits, but its help pages don’t list them. Check the limits in Ads Manager as you write.

Advertiser name and favicon

Every ad shows your brand name and a favicon, which is your advertiser logo. Set both under Settings, then General, before you launch. Changing either later sends it back through brand review.

Title and description

Your title should say clearly what you offer or why it’s useful, in as few words as possible. The description then adds something new, such as benefits, features or use cases, rather than repeating the title.

OpenAI favours copy that explains the practical value, who it’s for and when it helps, over a catchy line or a generic call to action.

Image

Keep the image simple, relevant and consistent with your title and copy, and avoid abstract or cluttered visuals. If an image won’t upload, OpenAI’s troubleshooting guide says to check it’s a square PNG or JPG no larger than 1,200 by 1,200 pixels.

Landing page URL and UTM parameters

Link to the most relevant page, such as a product, collection or service page, rather than your homepage. Add UTM parameters to the URL so GA4 can identify the traffic.

To check a live ad’s tracking in ChatGPT’s iOS app, tap Share and copy the full link, because the on-screen hostname hides your parameters.

Then make sure OpenAI can reach the page. Its ad crawler, OAI-AdsBot, visits only the pages you submit as ads. It checks them against OpenAI’s policies, and OpenAI may use their content to judge when your ad is relevant.

Pages that block OAI-AdsBot, OAI-SearchBot or OpenAI’s IP addresses are a common cause of rejected ads. So check your firewall or CDN bot-blocking rules, as well as your robots.txt file. If robots.txt restricts crawlers, these lines allow both bots:

User-agent: OAI-AdsBot
Allow: /

User-agent: OAI-SearchBot
Allow: /

Step 8: Submit for review and launch

Submit your ads. OpenAI reviews the title, copy, image and landing page against its policies before anything runs.

Your ads go live once they pass review, as long as your billing, account and campaign settings allow delivery. If you created a campaign during sign-up and aren’t ready to advertise, pause it in Ads Manager.

If a new campaign shows no impressions and no obvious blocker, OpenAI suggests waiting at least 24 hours after launch before contacting support.

Step 9: Fix ads that show “Not serving”

If an ad shows “Not serving”, hover over the status to see why. These are the usual causes:

Review: the ad hasn’t passed review, or was rejected. You can edit and resubmit it, or ask for another review if you think the rejection was a mistake.

Verification: a banner asks you to verify your account.

Budget: the campaign has reached its budget, or used up its weekly allowance early.

Dates: today falls outside the campaign’s start and end dates.

Billing: there’s a problem with your payment method.

Countries: you’ve targeted another country before your new account is cleared to advertise outside Singapore, as covered earlier.

Delivery and spend can also fluctuate while ChatGPT Ads is in beta. For setup, reporting or billing problems beyond these, OpenAI’s troubleshooting guide lists further checks.

Managing campaigns with the ChatGPT Ads Manager plugin

OpenAI also offers a ChatGPT Ads Manager plugin for managing campaigns by chatting with ChatGPT or Codex. You could ask it to create up to 50 ad variants from a product page, compare campaigns over the past week, find out why a campaign isn’t delivering or set up a weekly review.

It shows you a preview and asks for confirmation before it uploads creative or changes anything. Its daily or weekly reviews only make recommendations and never change your account.

Billing, payment, tax and legal identity details still have to be handled in Ads Manager itself. The plugin also can’t override verification, policy review or delivery decisions, and it doesn’t receive conversion values, so it can’t report revenue or return on ad spend (ROAS).

How to measure ChatGPT Ads performance

Ads Manager gives you the basics: delivery, cost and, once tracking is in place, conversions. What it can’t show you is the conversation behind any click, so you’ll judge results by comparing ad groups and ads, and by what happens on your own site.

If you’re new to reading paid media numbers, our guide to PPC metrics explains the core ones.

Metrics in Ads Manager

You can see every metric at campaign, ad group and ad level, in a table, a chart or a CSV export. According to OpenAI’s guide to measuring results, you can also break results down by device, country and platform.

Delivery metrics: impressions, CTR and average CPM

Impressions count how often your ad was shown, and clicks count how often people tapped it. Click-through rate (CTR) is the share of impressions that led to a click, and average CPM is what you paid per 1,000 impressions.

Because you can’t see the prompts behind your impressions, CTR is your best clue to fit. If one ad group’s CTR trails the rest, its context hints or copy are probably reaching the wrong conversations.

Cost metrics: spend and average CPC

Spend is the total you’ve paid, and average CPC is your cost per click. Compare average CPC with your maximum bid. Because the auction is second-price, you can pay less than your maximum, and the gap gives a rough sense of how much competition you’re facing.

Both figures depend on settled spend, so they update later than impressions and clicks.

Conversion metrics

Conversions count the attributed actions your Pixel or Conversions API reports, such as purchases or enquiry forms. The total includes click-through conversions and, if you set a one-day view-through window, conversions from people who saw your ad but didn’t click.

You can choose a 7, 14 or 30-day click-through window. These windows only change reporting, not bidding, and OpenAI uses last-touch attribution rather than multi-touch.

For ecommerce, Ads Manager also shows Order Created Sales and Order Created ROAS. Both are calculated only from purchase events sent as
order_created
, so send purchases under that event name if you want those columns to fill.

Reporting delays to plan around

ChatGPT Ads data doesn’t all arrive at once. OpenAI gives these approximate refresh times:

Data

Typical delay

Impressions, clicks and CTR

About every 15 minutes

Spend

About 7 to 8 hours

Average CPC and CPM

After spend settles, so later still

Attributed conversions

24 to 48 hours

Product rows for feed campaigns

Up to 7 hours after delivery starts

In practice, avoid changing bids or budgets based on today’s numbers. Judge a day’s results the following day, and wait two days before you read conversion data. Recent invoices can also include spend the dashboard doesn’t show yet.

Third-party measurement and attribution partners

OpenAI says it wants advertisers to measure ChatGPT Ads with the tools they already use. On 5 October 2026 it named its first measurement partners, in three groups.

Conversion data connectors

Hightouch, Tealium and LiveRamp can send conversion data from your existing customer data systems to ChatGPT Ads. That’s useful if your sales or lead data already sits in one of them.

If you don’t use these tools, you don’t need them. OpenAI confirms you can deploy the Pixel through Google Tag Manager, as long as it loads correctly on the right pages.

Web and app attribution

OpenAI supports Conversions API, reporting and click attribution through AppsFlyer, Adjust, Branch, Singular, Kochava, Airbridge and Tenjin, which are mostly used for app installs and in-app events.

The list also includes Triple Whale, Northbeam and DV Rockerbox, which are more often used for websites and ecommerce. If you already use one of these to compare channels, you can add ChatGPT Ads to the same view instead of relying on Ads Manager alone.

Full-funnel and incrementality measurement

Fospha, Measured and INCRMNTAL are OpenAI’s full-funnel measurement partners. Separately, OpenAI is exploring geo-based experiments with Haus, Measured and WorkMagic, which test whether ads caused sales that wouldn’t have happened anyway. It describes that work as early stage.

OpenAI is also running early brand-measurement tests with Kantar and Cint. For a first test budget, though, Ads Manager reporting plus GA4 is usually enough to tell you whether to keep going.

What early results say

There’s very little data on ChatGPT Ads ROI yet, and OpenAI says it has no cross-advertiser benchmarks. Treat everything below as early evidence, not a forecast for your account.

Results OpenAI has published

Alongside its partner list, OpenAI shared partner-measured results from individual advertisers:

WeightWatchers: DV Rockerbox measured its attributed cost per acquisition on ChatGPT Ads at 15.3% below its blended paid-search benchmark.

Dose: a WorkMagic geo-lift study estimated 2.3 times more incremental orders than last-click attribution captured.

Portland Leather: Triple Whale found 93% of its visitors from ChatGPT Ads were new, according to OpenAI’s announcement.

In an early analysis, OpenAI also found that 52.7% of eligible one-day view-through conversions happened within an hour of the ad being seen. These are case studies OpenAI chose to publish, so read them as what’s possible, not what’s typical.

Independent research

The largest independent study so far comes from SE Ranking. It analysed 50,006 commercial prompts across 20 niches in the US, collected on 23 July 2026, and found:

Ads appeared on 25.94% of prompts, always as a single sponsored unit below the answer, with no competing ad beside it.

14.35% of ads were effectively off-topic, meaning they matched their prompt no better than a randomly paired prompt would. The rate ranged from 2.6% in Pets to 54.2% in News & Politics.

1,159 advertisers appeared in the data, and a handful dominated some niches.

The study covers US Free and Go users at one point in time, and SE Ranking notes ads rotate between sessions. Its main lesson still applies in Singapore: vague context hints can put your ad next to the wrong conversations.

ChatGPT Ads vs Google Ads, Meta and TikTok

ChatGPT Ads works more like search than social, but it doesn’t use keywords. This is how it compares with the platforms Singapore businesses already use:

ChatGPT Ads

Google Ads

Meta Ads

TikTok Ads

Where ads show

Below ChatGPT answers, to Free and Go users

Google Search, Shopping, YouTube and partner sites, including AI Overviews

Facebook, Instagram, Messenger and other Meta placements

Mainly the TikTok feed

What decides who sees them

The conversation’s context, guided by your context hints

Keywords and search queries, plus audience signals

Audiences built on demographics, interests and behaviour

Audiences and interests, plus what people watch and engage with

How you pay

Per 1,000 impressions or per click

Mostly per click

Per impression by default; some objectives allow per click

Per 1,000 impressions, per click or per view

Minimum budget

S$25 a day per campaign

No minimum spend commitment

Set by Meta; varies by currency, objective and bid strategy

Daily budgets above US$50 per campaign and US$20 per ad group

Reporting

Aggregated metrics; no prompts, search terms or Quality Score

Search terms, Quality Score and detailed breakdowns

Detailed audience and placement breakdowns

Detailed audience and creative reporting

Ad format

Text-and-image units and product cards

Text, Shopping, video and display

Image, video, carousel and collection

Mainly short-form video

ChatGPT Ads vs Google Ads

Google matches ads to keywords and the exact search someone types, then shows you those searches in a search terms report. ChatGPT matches ads to the conversation, using your context hints as a guide, and never shows you the prompts.

Both run auctions that weigh relevance alongside bids. The difference is visibility: Google scores every keyword with a Quality Score you can work on, while OpenAI’s relevance scoring happens out of sight.

Conversion tracking is where Google is furthest ahead. It has years of tools behind it, including offline conversion imports that feed CRM sales back into bidding. ChatGPT Ads has a Pixel, a Conversions API, last-touch reporting and a growing list of partners, but it’s months old rather than years.

Google also has no minimum spend commitment, according to its help centre, while ChatGPT needs at least S$25 a day per campaign.

For most Singapore businesses, Google stays the core channel for people actively searching, and ChatGPT is a test alongside it. If you want a second opinion on your search account first, our team offers Google Ads management.

ChatGPT Ads vs Meta Ads

Meta targets people based on who they are and what they do: their demographics, interests, behaviour and your own customer lists. ChatGPT targets what someone is trying to get done in the conversation in front of them.

That makes them different jobs. Meta is good at putting an offer in front of people who weren’t looking for it. ChatGPT reaches people who are already working through a decision, such as comparing options or planning a purchase.

You also can’t target by age, gender or interests on ChatGPT. Your levers are country, region, device, context hints and custom audiences, which need 25,000 matched users before you can include them.

On cost, Meta charges per impression by default, and sets minimum budgets in Ads Manager based on your currency, objective and bid strategy.

ChatGPT Ads vs TikTok Ads

TikTok reaches people while they scroll a discovery feed. They haven’t asked anything, so your creative has to stop them, and that usually means short-form video.

ChatGPT reaches people at a question-and-answer moment. The ad is a text-and-image unit that has to be useful to the task at hand, not entertaining.

The budget floors differ too. TikTok requires daily budgets above US$50 per campaign and US$20 per ad group, and you can bid per 1,000 impressions, per click or per six-second view.

For a business that already makes video for TikTok, ChatGPT is the cheaper channel to test on budget floor alone, but it needs a different kind of creative.

Other AI assistant ad placements to know about

ChatGPT isn’t the only AI assistant with ads, though the field is smaller than it looks. Perplexity, one of the first to test ads, has phased them out, and the Financial Times reported in February 2026 that it had no plans to bring them back. Two other placements are worth knowing about.

Ads in Google AI Overviews and AI Mode

Google’s help page on ads in AI Overviews lists Singapore among 12 countries where ads can appear inside AI Overviews, in English, on mobile and desktop.

You don’t buy them separately. Text and Shopping ads from existing Search, Shopping and Performance Max campaigns become eligible automatically, and Google needs broad match or keywordless targeting to match them. You can’t target the placement, opt out of it or see it segmented in reporting.

Google also excludes sensitive verticals, including finance and healthcare. We couldn’t find Singapore confirmed for ads in AI Mode when we checked on 16 October 2026. Our guide to AI Overview optimisation covers the organic side.

Microsoft Copilot ads

Microsoft Advertising, which is available in Singapore, places ads inside Copilot’s responses. As with Google, eligible campaigns are opted in automatically, you can’t opt out and there’s no guarantee your ads will show.

Microsoft doesn’t yet report Copilot results separately, and its help page doesn’t say which markets see the ads. Search ads also need a logo to be eligible, and Microsoft says Performance Max campaigns give Copilot the most to work with.

ChatGPT Ads vs ChatGPT SEO: paying for the slot below vs earning the answer

ChatGPT paid ads put your business in the sponsored slot below the answer. They don’t get you into the answer itself. These are two separate systems, and OpenAI says advertising doesn’t influence what ChatGPT says.

SE Ranking’s study shows how separate they are. In the same dataset, the advertiser’s domain appeared among the answer’s cited sources in only 3.63% of ad placements. The exact advertised page was cited 0.09% of the time, and the brand was mentioned at all in 4.44% of answers.

ChatGPT Ads

ChatGPT SEO

Where you appear

A labelled ad below the answer

Inside the answer, as a citation or mention

Who sees it

Free and Go users only

Every ChatGPT user, including paid plans

How fast

As soon as ads pass review

Builds over months

When you stop paying

The ads stop

Citations can keep working

The audience gap matters most. People on Plus, Pro, Business, Enterprise and Edu plans never see ads, but they still see answers and citations. If your best customers are heavy ChatGPT users, organic visibility may be the only way to reach them there.

Organic visibility starts with access. OpenAI says sites that block OAI-SearchBot won’t be shown in ChatGPT search answers, which is another reason to check the robots.txt rules in Step 7.

From there, it’s about publishing content that answers your customers’ questions and getting mentioned by the sources ChatGPT cites. Our guides to ChatGPT SEO and generative engine optimisation walk through how.

Measuring organic ChatGPT traffic just got harder, too. In mid-October 2026, analysts noticed ChatGPT had stopped adding its UTM tag to links and was suppressing referral data, so some visits now show as direct traffic in analytics. OpenAI hasn’t confirmed the change. Check that the UTM parameters on your ad URLs still come through in GA4.

The two work best together. Ads can reach Free and Go users as soon as they pass review, while organic work builds visibility that covers everyone and can keep working after a campaign ends. Our AI SEO services cover the organic side for Singapore businesses.

Should Singapore businesses advertise on ChatGPT?

Are ChatGPT Ads worth it for your business? It depends on three things: whether your category is open in Singapore, whether your customers use free ChatGPT, and whether you can track what happens after the click.

If all three line up, a small, well-tracked test may be worth running alongside your search and social campaigns. If any of them doesn’t, you’re likely better off waiting. Either way, it works best as one part of a cross-channel marketing plan, not a replacement for channels that already work.

Good fits

These categories are open to Singapore advertisers, and they match how people already use ChatGPT: to plan, compare and decide.

Ecommerce and D2C brands

Of all the categories, ChatGPT Ads for ecommerce have the most built around them. Product feed ads can show your product image, price, sale price and star rating, and OpenAI is working with Shopee in Southeast Asia, according to its regional launch announcement.

Purchases also give the system a clear, frequent conversion event to learn from. SE Ranking’s PPC specialist made the same point after his team’s test: ecommerce brands have the feeds, price cards and conversion volume the platform needs. Our ecommerce marketing team can help you plan the feed and tracking together.

Travel, hospitality and attractions

OpenAI lists trip planning among the goals people bring to ChatGPT, and hotels, tours and attractions all fall into an open category.

There are two things to plan for. If you want to reach visitors before they land, you’ll need to target their countries, and new accounts may be limited to Singapore at first. Expect big competitors too: in SE Ranking’s US sample, Booking.com held 62.57% of travel ads.

Education and training providers

Online courses, tuition centres and enrichment providers can all advertise.

Remember who sees the ads, though. OpenAI doesn’t show ads to accounts it identifies as under 18, so a tuition centre’s ad will reach parents, not students. Write your context hints and copy for the parent planning their child’s next school term, not for the child.

SaaS and B2B software

OpenAI names “choosing software for their business” as one of the goals people bring to ChatGPT, so software is a natural fit on paper.

The catch is reach. As SE Ranking found, heavy AI users are the most likely to pay for ad-free plans. If your buyers are owner-managers who don’t pay for ChatGPT, you may see better results than a tool sold to heavy professional users.

Home, renovation and other local services

Renovation firms, interior designers, aircon and cleaning services, restaurants and enrichment classes can all advertise. “Furnishing a home” is another of the examples OpenAI gives of how people use ChatGPT.

Local businesses also benefit from campaign location targeting, where OpenAI offers smaller areas than the whole country. Check what Ads Manager lists for Singapore before you plan a campaign around one district.

Who should wait

For these businesses, ChatGPT Ads either isn’t open in Singapore yet or is unlikely to reach the right people.

Clinics, dentists and aesthetics providers

Health services can only advertise in the US, case by case. In Singapore, the category is closed.

Even where health ads are approved, they can’t appear next to conversations about personal or mental health. For now, your route into ChatGPT is organic: content that gets cited when people ask health questions, written within MOH’s advertising rules. Our dental marketing team works on exactly that for Singapore practices.

Banks, insurers, lenders and investment firms

OpenAI says financial services ads outside the US are generally prohibited. That covers banks, credit cards, loans, insurance, investment platforms and payments.

Two exceptions may still apply to you: budgeting apps and financial software that don’t promote financial products, and financial education that isn’t selling a service. Credit repair, debt services and alternative investments are banned in every market.

Law firms

Legal services ads are currently prohibited outside the US, so Singapore law firms can’t run them yet.

General legal education and media, such as law-themed podcasts or exam preparation, can still advertise.

Alcohol, gambling and single-listing property businesses

These categories are banned in every market, including Singapore. Restaurants and bars can advertise, but alcohol can’t be the focus of the ad, and resorts with casinos can promote their rooms, as long as gambling isn’t the focus.

Property is a partial ban. You can’t advertise a single unit for sale or rent, but property portals can advertise, and agencies may be able to promote their services.

B2B brands whose buyers are on paid ChatGPT plans

If your buyers use ChatGPT through a company Business or Enterprise workspace, or pay for Plus or Pro themselves, they won’t see your ads at all.

That doesn’t mean ChatGPT is closed to you. It means the paid route is, for now. Organic visibility reaches every plan, so it’s the better place to start if your buyers fit this profile.

A quick decision checklist

Answer these five questions before you open an account. If you can’t say yes to all five, fix the gaps first.

Is your category open to Singapore advertisers?

Check OpenAI’s ad policies against what you sell, using the open, restricted and prohibited groups covered earlier. If your category is US-only or banned, stop here. Building a campaign won’t change the outcome, because every ad is reviewed before it runs.

Do your customers use free ChatGPT?

Ask them. Sales calls, enquiry forms and customer surveys can tell you whether your buyers use ChatGPT, and on which plan.

If most of your customers use the free plan, the audience is there. If they’re mostly professionals on paid or company plans, your reach will be thin.

Can you fund at least SGD 750 a month per campaign?

The S$25 daily minimum adds up to about S$750 a month for each campaign. At OpenAI’s recommended starting bids, that buys roughly 115 to 195 clicks, as covered in the cost section.

If you plan to test two or three campaigns side by side, multiply that floor accordingly.

Can you track conversions beyond the click?

Clicks alone won’t tell you whether ChatGPT Ads works. You need the OpenAI Pixel or Conversions API recording the action that matters to your business.

That’s harder if most Singapore enquiries reach you by WhatsApp or phone, because the Pixel only sees actions on your website. You may need the Conversions API, and some developer help, to report those leads.

Do you have a landing page that answers the question someone just asked?

Someone clicking your ad has been mid-conversation, often comparing options. A generic homepage makes them start again.

You need a page that picks up where the conversation left off: the specific product or service, who it suits, the price or next step, and an easy way to act.

ChatGPT Ads best practices

These habits come from OpenAI’s own guidance and from what early advertisers have reported. None of them guarantees results, but each one addresses a common reason campaigns underperform.

Write context hints from real customer questions

The best raw material for context hints is what customers already ask you. Look at sales-call notes, WhatsApp and email enquiries, the longer question-style queries in Google Search Console, and your FAQ pages.

Then rewrite the patterns using OpenAI’s what, who and when approach. A question like “can I renovate my BTO before key collection?” becomes a hint about pre-key-collection renovation for new BTO owners. Hints written this way describe real situations rather than lists of terms.

Match the landing page to the conversation

OpenAI’s ad crawler visits your landing page and may use its content to judge when your ad is relevant. So the page can affect your delivery as well as your conversion rate.

Make sure it covers what your ad promises, in the same words, and answers the obvious follow-up questions. Our guide to landing page anatomy covers the building blocks. If your pages already get traffic but few enquiries, our conversion rate optimisation team can help.

Test several titles, descriptions and images per ad group

OpenAI recommends multiple, distinct variations for each offer, because more varied ads give its system more chances to find a relevant conversation.

Check how delivery was split before you pick winners. SE Ranking found that one or two ads in each ad group often took most of the impressions while the rest barely ran. An ad that got almost no impressions hasn’t lost a test. It just hasn’t been tested yet.

Start on Clicks, move to Conversions once data builds

Clicks gives you a predictable cost per visit while you confirm that tracking works and your context hints reach the right people.

Once your conversion event fires reliably and often, test a Conversions campaign. OpenAI advises choosing an event with enough signal, because events that happen too rarely make performance hard to judge. It currently supports one standard event per campaign, not custom events.

If your tracking is already solid and the event is frequent, such as online purchases, you might go straight to Conversions. SE Ranking’s PPC specialist said he would if he were launching today.

Set up conversion tracking before launch

Install the Pixel, the Conversions API or both, and test them before any ad goes live. OpenAI’s Pixel has a debug mode for exactly this.

Check that the event names match exactly. OpenAI warns that an event can fire correctly and still show zero conversions if it doesn’t match the event configured for the campaign, and fixing it later won’t backfill the missed data. OpenAI’s Event Quality Score can also show how good your conversion signals are.

Use Negative Phrases if your account qualifies

Negative Phrases let qualifying advertisers keep their ads away from conversations that conflict with their own brand policies. OpenAI hasn’t published who qualifies, so check whether the option appears in your account.

If it does, use it for genuine brand-safety needs, such as keeping a family brand away from certain topics. If it doesn’t, your main defences are tight ad groups and specific context hints that leave little room for a second meaning.

Give each test enough time and budget to read

OpenAI advises giving campaigns enough time and budget to gather meaningful performance data, and reviewing results over enough volume before making large changes.

That means changing one thing at a time, waiting at least 24 hours before worrying about zero delivery, and allowing 24 to 48 hours for conversions to report. A campaign at the S$25 minimum may need several weeks before its numbers mean much.

Common ChatGPT Ads mistakes to avoid

Most early mistakes come from treating ChatGPT Ads like Google Ads, or from judging it too soon. Here are the ones to watch for.

Treating context hints like exact-match keywords

A context hint that reads “renovation, interior design, HDB, BTO” is a keyword list, and ChatGPT Ads doesn’t work on keywords. Hints are guidance, not targeting rules, so they won’t stop your ad showing elsewhere or force it to show anywhere.

Instead: write each hint as a short description of what you offer, who it suits and when it helps.

Assuming an ad will get you cited in ChatGPT’s answer

Paying for the slot below the answer doesn’t put your business in the answer. In SE Ranking’s data, the advertiser’s domain was cited in only 3.63% of ad placements.

Instead: treat ads and organic visibility as separate jobs, and budget for both if you want to appear in both places.

Planning B2B reach without checking who’s on paid plans

A B2B campaign can deliver impressions and clicks and still reach almost none of your buyers, as SE Ranking found in its own test.

Instead: before you set a budget, find out which ChatGPT plan your target buyers use. If most are on Plus, Pro, Business or Enterprise, keep any test small and put more into organic.

Building a campaign in a category that’s US-only

Health, financial and legal services can only advertise in the US, case by case. A Singapore clinic or law firm can build a full campaign and still have every ad rejected at review.

Instead: check the policy before you build anything. If your category is closed, the setup work is wasted.

Reading the daily budget as a hard cap

A daily budget is an average across the week. A campaign can spend up to twice its daily budget on a single day, and up to seven times it over a Sunday to Saturday week.

Instead: if you need a strict limit, use a campaign-total budget. Postpaid accounts can also set a daily account spending limit under Billing.

Judging spend before the data catches up

Spend can lag clicks by seven to eight hours, and conversions can take 24 to 48 hours to appear. A campaign can look cheap this afternoon because spend hasn’t caught up, or expensive because conversions haven’t.

Instead: review yesterday’s results, not today’s, and read conversion data two days later.

Reusing Google Ads copy or imitating ChatGPT’s interface

Google ad copy is usually short, keyword-led and built around a call to action. OpenAI favours copy that explains what you offer, who it’s for and when it helps, so recycled search ads often fall flat.

The opposite mistake is worse. OpenAI’s ad policies don’t allow ads that imitate the look, features or voice of ChatGPT, so copy written to sound like ChatGPT’s own answer can be rejected.

Instead: write fresh, plain copy for each ad group, in your own brand’s voice.

Frequently asked questions

Short answers to the questions people ask most about ChatGPT Ads, whether you’re seeing them or buying them.

Does ChatGPT have ads?

Yes. Their route into ChatGPT is organic: content that gets cited in answers, written within MOH’s healthcare advertising rules.

Do ChatGPT Ads influence ChatGPT’s answers?

No, according to OpenAI. It says advertising doesn’t influence the answers ChatGPT gives, and ads always appear separately below the answer with a clear label. Buying an ad also doesn’t get you cited: in SE Ranking’s US study, the advertiser’s domain appeared among the answer’s sources in only 3.63% of ad placements.

Can advertisers see my ChatGPT conversations?

No. OpenAI says it keeps conversations private from advertisers and never sells your data. Advertisers only see aggregated results, such as impressions, clicks and conversions, not the prompts or chats behind them. If you’d rather your past chats and memory didn’t shape the ads you see, you can switch off ads personalisation in Settings.

Where do I log in to ChatGPT Ads Manager?

Go to ads.openai.com and sign in with the same OpenAI account you use for ChatGPT, or create one. If your business already has an Ads Manager account, ask its administrator to invite you under Settings, then Users, rather than creating a new one. Each advertiser needs its own account.

Getting help with ChatGPT Ads in Singapore

ChatGPT Ads gives Singapore businesses a new way to reach people while they’re comparing options and making decisions, and the S$25 daily floor keeps a first test within reach. The opportunity depends on getting three things right: a category that’s open here, customers who use free ChatGPT, and tracking that shows what happens after the click.

So, is ChatGPT already part of how your customers research before they buy? If you’re not sure, that’s the first thing worth finding out.

If you’d like a hand, our team can check whether your category qualifies, set up the Pixel and GA4 tracking, and run a first test alongside your Google Ads, so you can compare the two on the same numbers. As a ChatGPT ads agency in Singapore, we can also add ChatGPT as a channel in our ads management packages, alongside Google, Meta and TikTok.

ChatGPT Ads are live in Singapore.
