Singapore rises as global biotech powerhouse amid U.S. pullback: report

The report noted Singapore’s biotech edge is underpinned by nearly 30 years of government investment and infrastructure development.

Singapore is rapidly emerging as Asia’s leading biotech hub, attracting global pharmaceutical and biotech firms with its political neutrality, strong IP protections, transparent legal system, and regulatory stability amid rising geopolitical tensions and declining U.S. research funding.

According to a new report by Bain & Company, the Singapore Economic Development Board (EDB), J.P. Morgan, and SG Growth Capital, Asia-Pacific markets are rising in global biotech relevance.

The report noted Singapore’s biotech edge is underpinned by nearly 30 years of government investment and infrastructure development.

Its current $28b Research, Innovation and Enterprise (RIE) 2025 plan supports deep tech and biomedical progress, while the upcoming RIE2030 strategy will emphasize AI-driven innovation and interdisciplinary talent development.

Complementing these efforts is the expanded Startup SG Equity scheme, which provides over $1b in co-investment capital to lower risk for early-stage biotech ventures.

The country’s collaboration with Flagship Pioneering—the venture firm behind Moderna—further cements its regional leadership. Together with A*STAR, the partnership is committing up to $100m to drive biotech and healthtech innovation across Asia.

Anchored by advanced developments like the Biopolis cluster and Tuas Biomedical Park, Singapore is positioning itself as a launchpad for next-generation therapies and high-impact R&D.

Singapore’s environment supports not only scientific research but also commercialization. A recent example includes a breakthrough anti-dengue antibody co-developed by A*STAR, Chugai Pharmabody Research, and the National University of Singapore (NUS), demonstrating the country’s ability to translate research into viable clinical outcomes.

To support its growing biotech ecosystem, Singapore has also invested in attracting global talent, the report stated. Programs like Tech.Pass and Tech@SG streamline immigration for founders and skilled professionals, ensuring companies can scale rapidly with the right expertise.

Government agencies continue to build partnerships that reinforce Singapore's status as a trusted base for biotech expansion across Asia.

A NOTE FROM SINGAPORE BUSINESS REVIEW

Reaching the people who run Asia's businesses is harder than it used to be.

Inboxes are crowded. Attention is short. The executives you most want to reach — the founders, CFOs, and operators who actually move budgets — are the hardest to find through the usual channels. If you're building a company, a category, or a reputation, you already know this.

We've spent twenty years building the room they read. Singapore Business Review is where senior decision makers in Singapore and across Southeast Asia come for business coverage they can't get elsewhere — in print, online, and in person at the summits and roundtables we host across seven markets.

If you have something these readers should know about — a point of view worth publishing, a product worth their attention, an event worth their time — we'd like to hear what you're trying to do.
