Employment Pass Agencies in Singapore Compared (2026): 10 Firms, Licences and Fees

No single Employment Pass agency suits every employer. Before you pick one, check three things: whether it is listed in MOM’s Employment Agency Directory, whether its fee includes MOM’s S$330 in charges, and whether appeals are covered. This guide compares 10 firms on those points. It uses each firm’s own website and MOM’s public EA Directory, both checked on 16 October 2026.

Written by the VIVOS team (MOM Employment Agency Licence 24S2425). VIVOS is one of the 10 firms compared. Firms are listed in alphabetical order, not ranked, and no firm paid to be included. Last checked: 16 October 2026.

Do you need an agency to apply for an Employment Pass?

No. MOM says an employer or appointed employment agent applies on the candidate’s behalf, so a company can file through the EP eService itself. Firms that submit work pass applications for employers are covered by the Employment Agencies Act. MOM exempts firms that only submit applications and do no matching or placement. An agency without a licence is not breaking the rules. A licence does add a public record you can check in MOM’s EA Directory.

The 2026 rules every agency works with

  • Qualifying salary: S$5,600 a month (S$6,200 in financial services), rising with age to S$10,700 (S$11,800) for candidates aged 45 and above. From 1 January 2027, new applications need S$6,000 (S$6,600), rising to S$11,500 (S$12,700). Source: MOM EP eligibility.
  • COMPASS: the application needs 40 points. The four foundational criteria (salary, qualifications, diversity, support for local employment) score up to 20 points each. There are bonus points for skills (20) and strategic economic priorities (10). You are exempt if the fixed monthly salary is at least S$22,500, if you are an overseas intra-corporate transferee, or if the role is for one month or less. Source: MOM COMPASS.
  • MOM fees: S$105 to apply and S$225 when the pass is issued, plus S$30 per Multiple Journey Visa if needed. Most online applications are processed or updated within 10 business days. Source: MOM apply for a pass.

How we compared these agencies

VIVOS is held to the same criteria as every other firm in this guide:

  • MOM EA Directory listing: the licence number, as MOM shows it.
  • Passes handled, as stated on the firm’s own site.
  • Published EP fee, and whether MOM’s fees are included.
  • Whether the firm also incorporates companies, which matters if you are setting up a new Singapore company and hiring yourself onto an EP.

Firms that publish no fee are shown as “quote on request”. Prices change often, so confirm them with the firm before you commit.

VIVOS: for founders who want incorporation, corporate secretary and the EP handled by one team

VIVOS (24S2425), founded in 2024, holds both an ACRA filing-agent registration (FA20240323) and an MOM EA licence, so company set-up and the founder’s EP run as one file. EP filing starts at S$2,000, with MOM fees extra (VIVOS pricing). More on this in which corporate service providers handle the EP in-house.

How to choose, whoever you pick

  • Look the firm up in MOM’s EA Directory by name or licence number.
  • Compare fees on the same basis. Ask whether MOM’s S$330 is included and whether an appeal costs extra.
  • Check the salary first. If the candidate is below the qualifying salary for their age, no agency can make the application pass. The EP vs EntrePass vs ONE Pass guide covers the alternatives.
  • Setting up a new company? Choose a firm that does incorporation and the EP together, so the company’s details and the application match.
