North-South Corridor delays to 2029 as harder ground stalls works: Minister Siow
Major structural works are expected to be completed by the end of 2027.
The North-South Corridor’s viaduct will open from 2029, with the tunnel following from 2031, after ground conditions turned out harder than soil investigations had indicated, Transport Minister Jeffrey Siow said.
The Land Transport Authority (LTA) will prioritise the completion of surface works so surface conditions can improve from 2027 onwards, Siow told Parliament.
He added that major structural works that generate the most noise and dust are expected to be completed by the end of 2027, followed by the reinstatement of roads, footpaths and other affected areas from 2028.
Lentor Avenue and Sembawang Road are also expected to have their surfaces fully restored by mid-2028.
This comes as the delay prolongs disruption, including noise, dust exposure, and restricted access, to Nee Soon South residents and businesses near the construction sites.
Siow said the government would not generally compensate businesses and residents for project delays, but LTA would work with local advisers to address problems caused by the ongoing construction.
Businesses in some HDB rental shops that have been particularly affected by the construction have received rental rebates, which HDB will continue where appropriate.
Safety monitoring of ground movement, groundwater and nearby structures will continue, with works paused if further investigation is needed, Siow added.
The delay is expected to increase the project's cost, although the government has not provided an updated figure. Siow said LTA is still assessing contractual claims and will release an updated cost later.
