HDB prolongs higher occupancy cap amidst 100,000-home supply surge

Larger flats and private residences of at least 90sqm qualify for the extension deadline.

The Housing & Development Board (HDB) and Urban Redevelopment Authority (URA) will extend the temporary relaxation of the occupancy cap for larger HDB flats and private homes until 31 December 2028.

This allows 4-room and bigger HDB flats, and private properties of at least 90 sqm, to house up to eight unrelated persons, up from the previous limit of six.

The move responds to sustained rental demand despite an increase in housing supply. Nearly 100,000 public and private homes were completed from 2023 to 2025, with around 21,000 more expected in 2026.

HDB flat owners and tenants of HDB commercial properties with living quarters must get HDB approval before renting. Applications are online via HDB e-services or the GoBusiness Portal.

Owners of larger private homes must register with URA to qualify for the higher occupancy cap. Registered properties will be authorised to house up to eight unrelated tenants.

All owners and tenants must comply with the occupancy rules and minimise public disruption. Authorisation may be revoked for serious disamenities.

Authorities will continue monitoring the rental market and may review the cap after 2028.

A NOTE FROM SINGAPORE BUSINESS REVIEW

Reaching the people who run Asia's businesses is harder than it used to be.

Inboxes are crowded. Attention is short. The executives you most want to reach — the founders, CFOs, and operators who actually move budgets — are the hardest to find through the usual channels. If you're building a company, a category, or a reputation, you already know this.

We've spent twenty years building the room they read. Singapore Business Review is where senior decision makers in Singapore and across Southeast Asia come for business coverage they can't get elsewhere — in print, online, and in person at the summits and roundtables we host across seven markets.

If you have something these readers should know about — a point of view worth publishing, a product worth their attention, an event worth their time — we'd like to hear what you're trying to do.
