Singapore to add 23,100 migrant worker dormitory beds by 2027

Current capacity stood at around 467,000 beds across 1,600 dormitories as of June 2026.

Singapore will release two new Purpose-Built Dormitory (PBD) sites that are expected to provide an estimated 23,100 beds, as the government works to expand accommodation capacity for migrant workers.

The Lorong Lada Hitam 1 site, spanning 10.7 hectares (ha), will provide an estimated 15,000 beds under a 30-year lease.

It is expected to be launched by the first quarter of 2027.

The second site, Jurong Apartments at 529 Upper Jurong Road, covers two ha and has an estimated capacity of 8,100 beds.

It will also have a 30-year lease and is expected to be launched in the second half of 2027.

Together, the two sites will add an estimated 23,100 beds to the pipeline.

As of June 2026, Singapore has approximately 1,600 dormitories providing around 467,000 beds for migrant workers.

The Ministry of Manpower (MOM) and Ministry of National Development (MND) announced in March that JTC would launch three PBD sites in 2026 and the first quarter of 2027.

Lok Yang Way and Gali Batu have since been launched as of June 2026.

Across six PBDs launched between the fourth quarter of 2025 and September 2027, around 48,300 beds are expected to be added to the market by the early 2030s.

The government will also introduce four new Quick Build Dormitories (QBDs), with around 16,000 beds in total, expected to become operational in 2027.

MOM’s second PBD at Sengkang West, which will provide 7,200 beds, is expected to be operational by mid-2028.

Combined, the six PBDs, the Sengkang West site, and four QBDs are expected to add around 71,500 beds between 2027 and the early 2030s.

In the near term, the government will temporarily extend leases of existing dormitories and facilitate factory-converted dormitories, construction temporary quarters, and temporary occupation license quarters, subject to infrastructure capacity and land availability.

MOM is also studying a temporary relaxation of occupancy limits under the New Dormitory Standards and will provide an update to the industry in due course.

MOM and MND said they will provide annual updates on the dormitory supply pipeline to support industry planning and participation in upcoming tenders.

A NOTE FROM SINGAPORE BUSINESS REVIEW

Reaching the people who run Asia's businesses is harder than it used to be.

Inboxes are crowded. Attention is short. The executives you most want to reach — the founders, CFOs, and operators who actually move budgets — are the hardest to find through the usual channels. If you're building a company, a category, or a reputation, you already know this.

We've spent twenty years building the room they read. Singapore Business Review is where senior decision makers in Singapore and across Southeast Asia come for business coverage they can't get elsewhere — in print, online, and in person at the summits and roundtables we host across seven markets.

If you have something these readers should know about — a point of view worth publishing, a product worth their attention, an event worth their time — we'd like to hear what you're trying to do.
