Tile overlay means laying new tiles directly over an existing floor, without hacking out the old ones. It is faster and less dusty than a full re-tile, and it costs less — but it is only suitable when the existing floor is level and sound. If the old tiles are loose or the substrate beneath them is failing, overlay simply repeats the problem on top of it — the new tiles will sit on an unstable base.
