Plan while you can

You must be at least 21 and have mental capacity to make an LPA. Choose trusted people, called Donees, to act if you later lose capacity.

Form 1 certification

We certify LPA Form 1 through OPGO and assist with hardcopy applications in exceptional cases. We do not provide an LPA Form 2 service.

Meet us in person

The Donor attends our Singapore office for certification. For OPGO, bring your identity document and a smartphone with the Singpass app ready.

How to arrange LPA certification through OPGO

The online route still includes a face-to-face meeting with an LPA certificate issuer. Follow these steps before your appointment.

1. Make your choices

Log in to OPGO with Singpass. Complete LPA Form 1, name your Donees and select their powers. Discuss your wishes with them first.

2. Get their acceptance

Your Donees and any Replacement Donee review the LPA and accept their appointments through OPGO. Wait for confirmation that all have accepted.

3. Meet and sign

Book your appointment with us. Our lawyer meets you, carries out the certification checks and witnesses your digital signing using Singpass. OPG then processes registration.

What does an LPA certificate issuer check?

Certification is a safeguard for the person making the LPA. Our lawyer speaks with you to check that you understand its purpose and the powers you give your Donees.

The certificate issuer must also be satisfied that no fraud or undue pressure led you to make the LPA, and that nothing else prevents its creation. You should feel free to ask questions and explain your wishes.

The appointment does not itself mean that your LPA is registered. OPG reviews the application after certification.

What to bring to your appointment

  • Your original NRIC or passport.
  • Your smartphone with the Singpass app installed and digital signing set up.
  • Your OPGO confirmation that all Donees have accepted.
  • Details of your Donees and any earlier LPA.
  • Any questions about the powers or choices in your LPA.

What can your LPA cover?

Personal welfare covers decisions about your care and living arrangements, within the powers you grant and the limits of the law.

Property and affairs covers decisions about your finances and property. Think about who can manage these responsibilities reliably.

You choose the powers and how your Donees act. If you appoint more than one, consider whether decisions must be made jointly or whether they may act jointly and severally.

LPA certificate issuer fees

Our professional certification fee is separate from any OPG application fee. Check our fee calculator for the service you need and confirm any additional work before booking.

Singapore Citizens can apply for LPA Form 1 without an OPG application fee from 1 April 2026. A certificate issuer’s professional fee still applies. Other applicants should check the current OPG fees.

Unable to use OPGO?

Hardcopy LPA applications are for exceptional situations and remain subject to the Public Guardian’s approval. Contact us first so that we can discuss the appropriate route.

If that route applies, you may prepare the current OPG Form 1 yourself or request office assistance through our online form. Additional preparation fees apply. Follow the signing and witnessing requirements carefully.

LPA certificate issuer questions

A Singapore practising lawyer, a medical practitioner accredited by the Public Guardian, or a registered psychiatrist can act, subject to the disqualification rules. Our service is provided by Singapore practising lawyers. See the official certificate issuer guidance.

No. The rules exclude family members and other specified people with conflicts, including Donees and certain business or care relationships. Tell us about any relationship with the proposed certificate issuer so that eligibility can be checked.

For the online route, Donees accept their appointments through OPGO before you visit the certificate issuer. They do not sign with you at that meeting. Ask us in advance if you would like someone to accompany you. The lawyer must be able to speak with you directly.

No. You must meet the certificate issuer in person for certification. Using OPGO and Singpass does not remove the face-to-face meeting. Book a Singapore office appointment once your online application is ready.

No. Our LPA service is for Form 1. Form 2 is for customised powers and requires clauses drafted by a lawyer. If you need that service, please arrange it with a firm that offers Form 2.

A person must have the mental capacity required to make an LPA. If that is no longer possible and there is no suitable existing LPA, a court application for deputyship may be needed. Read about deputyship under the Mental Capacity Act.

No. An LPA concerns decisions during your lifetime if you lose mental capacity. A Will deals with your estate after death. An ordinary Power of Attorney gives authority for specified tasks and serves a different purpose. Tell us what you need the document to do.

Certification and registration are separate stages. After certification, OPG processes the application before registering it. The timing depends on the application and any further checks. Check your OPGO notifications and do not assume the LPA is registered on the appointment date.
