Where Your Fees Go

Notary Public fees in Singapore are fixed by statute under the First Schedule of the Notaries Public Rules (Cap. 208, R1) — they are not set by the law firm. Every notarised document must, by law, carry an Apostille issued by the Singapore Academy of Law (SAL).

The Apostille fee of S$87.20 (S$80 + 9% GST) is a statutory disbursement paid to SAL — paid up-front by the Notary on your behalf and not retained by the firm.

Witnessing is based on one signer per document — additional parties on the same document: S$20 (2nd party) / S$10 (3rd onwards); each exhibit S$10. CTC is based on single-page documents; subsequent pages of the same document: S$2 per page.

Important Notes for Clients

  1. Apostille is mandatory. Since 16 September 2021, every notarised document must be accompanied by an Apostille issued by the Singapore Academy of Law — there is no opt-out. The S$87.20 Apostille fee is a statutory charge paid by the Notary to SAL up-front and is not retained by the Notary.
  2. Bundling is only available for CTC. Several certified true copies may be grouped under a single Notarial Certificate — but only if the overseas recipient is prepared to accept a bundled NC. Please confirm this with the recipient before opting to bundle. Witnessing cannot be bundled — each document signed before the Notary requires its own Notarial Certificate.
  3. Collection of Apostille. After notarisation in our office, the client is required to personally bring the notarised document to SAL at 1 Coleman Street, #08-06 The Adelphi, to collect the Apostille. No further payment is required at the SAL counter. An e-Apostille alternative may be available — subject to the overseas recipient’s confirmed acceptance.
  4. Additional charges. Extra signers, exhibits, additional pages of the same document, outcall service, couriers, photocopies, and ACRA extracts are charged separately per the prescribed scale and firm disbursement rates.

What is the notary public fee in Singapore for witnessing a signature?

Firstly, the witnessing fee for one signer on one document comes to S$40.00, and the prescribed fee for a Notarial Certificate is S$70.00. In addition, you also pay the mandatory SAL Apostille fee of S$87.20 (S$80 + 9% GST), so the total reaches S$202.20. How much is the certified true copy fee?

Similarly, a certified true copy (CTC) of a single-page document typically costs S$10.00 for the Notarial Certificate and seal, plus the S$87.20 SAL Apostille fee, so the total comes to S$172.20. Furthermore, if the overseas recipient accepts it, you can bundle multiple CTCs under one Notarial Certificate and therefore save on the notary fee schedule. Why is the SAL Apostille fee compulsory?

Since 16 September 2021, when Singapore acceded to the Apostille Convention, every notarised document must carry an Apostille from the Singapore Academy of Law. Consequently, the Notary pays the S$87.20 SAL Apostille fee to SAL on your behalf, and the law firm does not keep it. In short, there is no opt-out.

Are notary public fees in Singapore fixed by law?

Yes. The First Schedule of the Notaries Public Rules (Cap. 208, R1) fixes notary public fees in Singapore; therefore, the individual law firm does not set them. As a result, the notary fee schedule stays identical wherever you go. The prescribed scale does, however, cover a few extras: additional signers, further exhibits, and extra pages of the same document all carry their own set fees. Separately, the law firm charges its own disbursement rates for outcall attendance, collecting the Apostille from SAL, photocopying, and couriers.
