This form is strictly for Power of Attorney for HDB Flat (POA). Notwithstanding the POA, depending on the nature of the transaction, HDB may still require you (Donor) to sign certain documents personally, such as (1) Application Form; (2) Statutory Declarations (sign in the presence of a Commissioner of Oaths in Singapore or Singapore Consulate Officer / Notary Public if signed overseas), and (3) any undertakings. Notes on Signing Overseas

Signing Abroad. If you're signing a Power of Attorney from abroad, it must be signed in the presence of a Notary Public or a Singapore Consulate Officer. If you are using your CPF fund, you should sign it before a Singapore Consulate Officer. The witnessing officer should follow our guidelines for witnessing signatures. Failure to do so may result in the Power of Attorney not being processed and rejected by the High Court. If it's rejected by the High Court, no refunds will be issued. Additional fees may apply for overseas signing and advance payment is required. Once signed, please return it to us via registered post or courier.

Delivery. We'll send you the Power of Attorney as a PDF file via email. Please print it on high-quality, A4-sized white paper. If you need a hardcopy delivered, additional costs will apply based on the delivery service provider (e.g., Singapore Post, FedEx, DHL). Alternatively, a representative can pick up the document from our office to send it to you abroad.

Mixed Location Signatures. If one person (Donor) is in Singapore and another is abroad, both can sign the Power of Attorney at their locations. If this applies to you, please mention it in the message section.

Signing Instructions. For guidance on signing legal documents abroad, please refer to this help article of our 'Help' site and refer to the Power of Attorney sample.

CPF MONIES WITHDRAWAL

With effect from 1 March 2017, as you are signing overseas, if you are authorising your Attorney to make application for your CPF monies withdrawals, CPF Board requires the Power of Attorney to be witnessed by a Singapore Consulate Officer in the country of your stay. You may wish to visit the Ministry of Foreign Affairs’ website to find the nearest Singapore Overseas Mission. If your Power of Attorney is not witnessed by a Singapore Consulate Officer, your Attorney will have issues in applying for CPF monies withdrawals on your behalf. If you have difficulties in signing it before a Singapore Consulate officer and wish to sign before a Notary Public, please seek the approval of CPF Board and HDB.

PAYMENT (OVERSEAS SIGNING)

If you are signing POA overseas, after submission, please make payment of the relevant fees - refer to our payment page. For non-estate POA, the fee is $320, and for estate POA, $420, and refer to our payment modes. If you wish to request for payment by way of credit card via Stripe, note that there is a 5% surcharge, ie. for non-estate POA, the total fee is $336, and for estate POA, the total fee is $441.

What happens after your HDB POA online submission?

1. Review and preparation

We review the particulars and may ask for documents or clarification, and prepare your draft power of attorney. For signing overseas, if payment of our fee is required in advance.

2. Sign your POA

If you are signing in Singapore, book your POA signing appointment after your submission. For overseas signing, follow our instructions. Tell us early if the donors will sign in different countries.

3. Deposit and collection

After signing and High Court deposit, we notify you about collection. You or your representative collects the papers for onward use with HDB.

Can I complete the whole POA online?

This page lets you send the particulars online. The donor must still sign the prepared POA in accordance with the applicable witnessing requirements. We will explain the arrangements after reviewing your instructions. Submitting the form alone does not authorise the attorney to act.

Who is the donor and who is the attorney?

The donor is the person giving the powers. The attorney is the person appointed to act under the POA. Enter each person in the correct section. For an estate sale, identify the executor or administrator giving the instructions in that capacity.

Can I submit the form while overseas?

Yes. State where you intend to sign and read our overseas signing guide. Tell us if CPF savings will be used for the purchase, as this affects the witnessing requirements. Please obtain our instructions before arranging an overseas signing appointment.
