HDB requires the use of specific prescribed formats for Powers of Attorney relating to HDB flats. There are three standard formats that do not require HDB’s prior approval:

Signing Your HDB Power of Attorney Overseas

Firstly, if you are already overseas, you must sign the Power of Attorney before an authorised witness. This means either a Singapore Consular Officer at a Singapore Overseas Mission, or a Notary Public appointed in the country where you sign.

Moreover, we recommend signing before a Singapore Consular Officer where available, because authentication is then easier to verify. You can find your nearest Singapore Overseas Mission on the Ministry of Foreign Affairs website.

CPF Purchase Requirement: If you are using CPF Ordinary Account savings to buy a flat, the rule is stricter. The POA must be witnessed and sealed or stamped by an official at a Singapore Overseas Mission. A foreign Notary Public is not acceptable for CPF purchase POAs.

Yes, for HDB purposes. HDB accepts a POA only after we deposit a certified copy with the High Court of Singapore through eLitigation, and the court then assigns a case number. Afterwards, HDB requires our original covering letter together with two certified true copies of the registered POA. Consequently, HDB will usually reject a POA that someone drew up abroad and never registered here.

If you sign in Singapore, we normally complete drafting, signing and High Court registration within a few working days. However, if you sign overseas, the timeline depends on courier time and on the availability of a Singapore Overseas Mission or a local Notary Public. Therefore, please start early, and ideally arrange the POA before you leave Singapore.

You may appoint any adult whom you trust, and clients commonly appoint a spouse, parent, adult child or sibling. Moreover, you may appoint more than one attorney. Nevertheless, your attorney must be able to attend HDB appointments in person, so choose someone who is based in Singapore.

Yes. You may revoke a POA at any time while you still have mental capacity, and you should also register the revocation so that HDB and other parties have notice.
