Power of Attorney for HDB Flats in Singapore
Sometimes you cannot attend personally to matters relating to your HDB flat. A Power of Attorney for HDB Flats lets you appoint someone (your “attorney”) to act on your behalf. Common situations include selling, purchasing, subletting, or managing your HDB flat while you are overseas or otherwise unable to attend in person.
Specifically, Loh Eben Ong LLP prepares HDB Power of Attorney documents in HDB’s prescribed formats, so that HDB accepts them without difficulty. We offer online submission, transparent fixed fees, and a streamlined process from drafting to High Court registration.
If your matter involves non-HDB property (private condominiums, landed property, or commercial property) or general personal affairs, our general Power of Attorney services are appropriate instead. For broader property law matters including private conveyancing, mortgage redemption, and refinancing, see our Singapore property lawyers practice.
It is advisable to obtain your POA before leaving Singapore to avoid delays.

HDB Power of Attorney: Prescribed Formats
HDB requires the use of specific prescribed formats for Powers of Attorney relating to HDB flats. There are three standard formats that do not require HDB’s prior approval:
| Format | Purpose | HDB Approval Required? |
|---|---|---|
| Sale | Sale, Subletting and General Management | No |
| Purchase | Purchase, Subletting and General Management | No |
| Sublet | Subletting and General Management | No |
When you submit your application through our online form, please select the format that corresponds to your requirements. Our system will automatically generate the correct HDB prescribed format for your Power of Attorney.
If your requirements fall outside these three standard formats, HDB’s prior approval may be required. Please contact us for further advice.
Note: The maximum validity period for an HDB Power of Attorney is six (6) years.
How to Obtain an HDB Power of Attorney
We prepare your HDB POA in HDB’s prescribed formats:
In Singapore: Book an appointment at our office to sign the POA.
Overseas: Sign the POA before a Singapore Consular Officer at a Singapore Overseas Mission or a Notary Public in the country of execution, and return the signed document to our Singapore office.
CPF Purchase: Must sign before a Singapore Consular Officer.
You, your attorney, or your authorised representative may book a collection appointment at our office to collect:
(a) the original Power of Attorney;
(b) two certified true copies of the POA for HDB; and
(c) our original letter to HDB confirming the prescribed format.
Please collect within the stated period, as we cannot accept responsibility for uncollected documents.
Signing Your HDB Power of Attorney Overseas
Firstly, if you are already overseas, you must sign the Power of Attorney before an authorised witness. This means either a Singapore Consular Officer at a Singapore Overseas Mission, or a Notary Public appointed in the country where you sign.
Moreover, we recommend signing before a Singapore Consular Officer where available, because authentication is then easier to verify. You can find your nearest Singapore Overseas Mission on the Ministry of Foreign Affairs website.
Afterwards, please return the signed POA together with copies of your identity documents to our Singapore office. For detailed instructions and a specimen of how to sign your POA overseas, please refer to our help article with specimen.
